Job description

Characteristic Duties and Responsibilities

  • Establish business, functional, and quality assurance requirements and standards, and review technical requirements and specifications for system modifications with internal and external stakeholders.
  • Coordinate, capture, analyze, and baseline functional and non-functional business and program requirements, using prototypes and wireframes to facilitate discussion and drafting high-level requirements and use cases.
  • Support allocation of business requirements across affected systems, and run stakeholder reviews to collect feedback and incorporate changes into the requirements management tool.
  • Maintain and communicate a systems-to-program requirements traceability matrix linking requirements to change requests, change requests to business requirements, and test scenarios and results to releases deployed in production.
  • Document requirements in approved tools such as JIRA and Confluence, and evaluate and support development of change requests, validating their traceability to project-level business requirements.
  • Support agile ceremonies, including sprint planning, user story development and prioritization, sprint demonstrations, and retrospectives.
  • Track and validate change-request implementation releases and integration or tabletop milestones, and establish performance benchmarks for system changes.
  • Attend system demonstrations, perform integration or user testing as needed, develop test criteria, and provide recommendations on system readiness based on quality and test reports.
  • Analyze and develop business process models and other technical documentation related to the integration of program and business requirements.
  • Experience working within Medicare systems at CMS, especially enrollment and beneficiary database operations, is desired.

Supervision Received

General administrative supervision is received from the assigned Program or Project Director. Close collaboration is expected with the Systems Architect, business and requirements analysts, client stakeholders, and development partners.

Supervision Exercised

May include technical direction of business and requirements analyst staff supporting requirements and testing activities.

Required Qualifications

  • Bachelor’s degree with at least five (5) years of experience demonstrating specialized knowledge in the required technical areas, or an equivalent combination of education and experience.
  • Experience applying subject matter expertise to analyze and develop business process models and other technical documentation related to the integration of program and business requirements, recommendations, or business solutions.
  • Experience with requirements management, traceability, and change-request evaluation.
  • Experience supporting agile development processes and ceremonies.
  • Ability to understand difficult technical concepts and to communicate, orally and in writing, with a range of technical and non-technical audiences.
  • Excellent organizational skills and demonstrated ability to translate user requirements into implementation design.
  • Demonstrated strong verbal and written communication skills.
  • Proficiency with the Microsoft Office Suite and collaboration tools such as JIRA, Confluence, and SharePoint.
  • Ability to obtain and maintain a U.S. Federal public trust suitability determination, and U.S. work authorization sufficient to meet E-Verify requirements.

Desirable Qualifications

  • Non-profit experience.
  • Experience supporting Federal health programs or agencies.
  • Familiarity with Enterprise Performance Life Cycle (EPLC), System Development Life Cycle (SDLC), and ITIL governance frameworks.
  • Experience maintaining requirements traceability matrices across multiple integrated systems.
  • Familiarity with verification and validation practices for system releases.

Annual Salary Range (US National Average)

$92,000-149,500 (US National Average)

Base Compensation Determination

Base Compensation is determined by market range and geographic location pay zones. Base Compensation also includes various individual factors unique to each candidate such as job level, prior experience, skill set, certification and educational which may impact the compensation structure.

This position is classified as exempt according to FLSA guidelines.
