Job description

Job Title

Coordinates and administers Freedom of Information Act (FOIA) requests and submission of records in response to court orders.

Qualifications

Education and Experience: Bachelor's Degree from a college or university. At least three (3) years of experience in performing research and data analysis. Qualifications: Demonstrated knowledge of the Connecticut Freedom of Information Act (CGS Title 1, Chapter 14), as well as other applicable information, laws, and pertinent court cases. Proven knowledge of Connecticut criminal and civil court procedures for the subpoena of records (CGS Titles 52 and 54). Demonstrated knowledge of police organizational structure, policy, operations, terminology, programs, functions, filing systems, and records storage procedures. Proven ability to discern sensitive and classified information. Demonstrated ability to analyze problems, issues, and facts to determine appropriate response. Demonstrated verbal and written communication skills. Proficiency in the operation of a personal computer and the use of software such as, Microsoft Word, Microsoft Excel, Microsoft Access, and PowerPoint. Valid motor vehicle operator's license. Examination: 100% Training & Experience Assessment The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.

Job Description

Department: Police Department Bargaining Unit: LIUNA - D FLSA: Exempt Reports to: Deputy Chief Duties and Responsibilities: Receives and reviews FOIA requests and assigns them to the appropriate departmental personnel for response. Manages and maintains FOIA requests in an automated database, tracking outstanding cases, ensuring information is obtained and a timely response provided to the requester. Conducts a detailed review of sensitive, classified documents and files to determine whether, under the terms of FOIA, the documents should be redacted or withheld in their entirety. Determines whether to charge, reduce or waive fees. Assists with the review and analysis of appeals both of denials of records requested under FOIA and of the imposition of fees. Reviews and redacts documents that are the subject of FOIA litigation; prepares Vaughn indexes for withheld or redacted documents. Prepares, in conjunction with the appropriate GPD Command Staff, written responses to FOIA requests as well as to court orders for GPD records and documents. Reviews and redacts video footage subject to FOIA request or court order. Ensures the adequacy of searches and that documents produced by GPD personnel are appropriately responsive and complete. Performs other related duties as assigned. Supports Town policy and philosophy.

Supplemental Information

All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate. All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position. The Town of Greenwich has implemented a policy of background investigations for all full and part time positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
