ASSISTANT DIRECTOR OF HEALTH - Health
JOB SUMMARY:
Under general direction, manage and evaluate administrative and technical operations, and performance of the Environmental Health Staff. Assist in planning, developing, and administering specific programs within Environmental Health. Some evening and weekend work required. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
Ensure the operations of the Environmental Health Division of the Health Department are conducted in an effective and efficient manner, with an emphasis on customer service and balanced regulation. Provide full supervision and technical assistance to Environmental Health staff. Manage subordinates to provide a high performing and responsive team. Serve as a consultant to managers, contractors, school officials, institution administrators, and homeowner association groups on Environmental Health matters pertaining to equipment, construction, and operations. Provide training to maintain knowledgeable Environmental Health staff. Provide facilitative leadership that builds a team atmosphere while ensuring accountability and ethical behavior. Develop departmental budget in conjunction with Director of Health. Effectively work with other City Departments and city stakeholders regarding environmental or hazardous material incidents, complaints, or inspections. Manage and evaluate food service, childcare, swimming pool, and FOG inspection programs. Manage and evaluate vector control operations, environmental complaint response, the stormwater and pretreatment program. Develop strategic plans for needed improvements to all Environmental Health Programs. Communicate courteously and effectively with all internal and external stakeholders. Operate a computer for word processing, e-mail, and other relevant software.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Bachelor's degree required in natural sciences or subjects related to environmental health. Professional Sanitarian License (Article 4477-3 Vernon's Texas Civil Statutes) is required. Texas Driver's License, Class C is required. Certified non-commercial pesticide applicator license is preferred.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Five (5) years of supervisory experience is required in the environmental health field. Must possess comprehensive knowledge of environmental health principles, techniques, and best practices, including food safety programs, water quality protection, and environmental related code enforcement activities. Must be able to review and interpret engineering drawings and blueprints. Ability to learn the common databases used within the department, including but not limited to: Microsoft Office applications, including Excel, Word and PowerPoint or comparable office productivity software, and Tyler Technologies software suite. Must be able to effectively work within a team environment as well as independently. Must be able to mentally and effectively focus throughout all assigned work activities.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Lift and /or carry up 50 pounds and walk uneven surfaces. Work indoors and outdoors in extreme cold, heat, and other inclement weather. Work in areas with some exposure to chemical and toxic hazards while using appropriate safety procedures and protective equipment. Handle various chemicals such as insecticides and herbicides, using proper safety procedures and protective equipment. Work evenings and weekends as required.
