Job description

The City of Overland Park has a full-time Manager, Engineering Services position available in the Planning & Development Services Department.
SUMMARY:
Principally responsible for managing the Engineering Services Division of the Planning & Development Services Department. Responsibilities include overseeing engineering review of development proposals for Planning Commission and City Council and construction plan review, inspections of private development improvements, transportation planning reviews, stormwater studies, floodplain management and information, and engineer-of-the-day activities. Initiates new programs and procedures to improve processes and services. Assists the Public Works Department with the development and enforcement of city standards. Provides education to the development community on city policies.
DUTIES AND RESPONSIBILITIES:
  • Manages the engineering services division within the department that includes engineering plan review, engineering input to the Planning Commission and/or City Council, inspections, transportation planning and traffic study reviews, stormwater studies, floodplain information, and Engineer-of-the-Day (EOD).
  • Manages division staff including performance reviews, individual development plans, hiring, disciplinary action, coaching, and staff development.
  • Oversees the coordination of division services with other departments on issues such as standards or ordinance revisions, drainage, variance requests, inspection procedures.
  • Develops, monitors, and oversees the Division's budget.
  • Acts as the Floodplain Manager for the City including all aspects of the City's compliance with the Floodplain Management Ordinance including; issuance of floodplain development permits, approval of Letters of Map Change, elevation certificates, floodproofing certificates, processing floodplain violations, and overseeing post flood substantial damage inspections. Oversees City's participation on FEMA's Community Rating System (CRS) program. Handles floodplain variances through the Board of Zoning Appeals.
  • Coordinates review of stormwater and traffic studies and the preparation of staff comments and recommendations. Assists in finding solutions to development issues. Resolves design, construction, or administrative issues with other Departments and Governmental Agencies, developers, engineers, contractors and vendors from the development community.
  • Responds to citizen requests for service. Supports staff in answering a wide variety of inquiries regarding engineering and floodplain issues. Provides interpretations of the Unified Development Ordinance and other city regulations relating to stormwater, floodplain and traffic management. Uses professional judgement to resolve requests within the boundaries of City ordinances and Federal guidelines.
  • Develops and implements procedures related to the administration of the division. Also reviews and updates ordinances by soliciting staff input on the areas of ordinances that need to be updated. Meets with staff to assign responsibilities, discusses and revises drafts, reviews drafts prepared by staff, solicits input from affected parties in the development community, presents proposals to the appropriate body for adoption and holds a public hearing.
  • Prepares and administers contracts by reviewing all provisions of the contact for references and definitions of terms, submits to Law Department for review, sends the reviewed document to contractor, checks and approves submitted bills, monitors contractor performance to ensure needs are being met, adjusts as necessary within the limits of the contract, and ensures contract amounts are not exceeded.
  • May represent the City of Overland Park during legal proceedings dealing with floodplain administration including litigation, depositions, municipal court, etc. Participates in the emergency operations and safety committee for the City, as requested. Manages or participates in special projects and annual updates. Acts as liaison between staff, supporting committees and consultants. Make appropriate recommendations to enhance the outcome. Communicates study progress and results to staff, review bodies and the public. Presents final proposals to the Planning Commission and Governing Body as appropriate.
  • Testifies as needed for Engineering related issues at the Planning Commission and City Council as required and supports direct reports in testifying at the Planning Commission.
  • Processes variances for the development community through the Public Works Committee or Community Development Committee by receiving and reviewing the variance; determining engineering and/or legal issues to be addressed;.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with which interaction is required to accomplish work and employer goals.
  • The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

REQUIREMENTS:
EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:
  • Bachelor's degree in civil engineering or a related field of study. Professional Engineer registration in the State of Kansas or registration in another state with State of Kansas registration required within one year of hiring.
  • Master's degree in civil engineering, public administration, or business preferred.
  • Must possess an appropriate, valid driver's license and maintain an insurable driving record.

EXPERIENCE:
  • Eight years experience in civil engineering or a related field; two years experience with the development review process; and two years of progressively responsible management or supervisory experience.
