Job description

About the Position: This position is located at Fort Bliss Texas.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 Years by a current permanent Army employee. Extensions may be possible in accordance with guidance on the job announcement.Qualifications:

  • Current Department of Army Civilian Employees Applying on Time-Limited Assignments

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

Specialized Experience: One year of specialized experience that includes: Providing technical instruction on aircraft systems, flight planning, navigation, and emergency procedures; conducting flight simulator training for pilots or aircrew members for an organization; evaluating student performance and providing remedial instruction to ensure proficiency in aircraft systems, applying instructional methods and established training standards to deliver classroom and simulator-based instruction; maintaining training documentation and student records; and recommending improvements to training materials, lesson plans, or instructional techniques to enhance the effectiveness of the training program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
In addition to meeting the specialized experience requirement above, applicants must also meet the selective placement factors listed below: Selective Placement Factor -
During the 12 months immediately preceding the closing date of this announcement, you must meet at least one of the following requirements.

  • Served as a Ground Instructor providing pilot, flight instructor, or ground instructor training that included instrument instruction;
  • OR
  • Served as a Flight Instructor providing pilot, flight instructor, or ground instructor training that included instrument instruction; OR
  • Successfully completed an approved Flight Instructor Refresher Course (FIRC) and received a graduation certificate;
  • OR
  • Received an endorsement from an authorized ground or flight instructor certifying demonstrated knowledge in instrument instruction.

AND
Position requires an Instrument Ground Instructor rating/certificate OR an Instrument Flight Instructor rating/certificate. ( Must attach Copy of certification)

You will be evaluated on the basis of your level of competency in the following areas:

  • Education / Training Program Administration
  • Instructional Delivery and Learner Development
  • Learning and Program Evaluation

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).Education:FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
