* This position offers a Trainee Status at an hourly pay rate of $24.34; candidate must meet the minimum qualifications within one (1) year of hire date.
37.5-hour work week
* Please note, this position is eligible for an Alternative, Flexible, or In-State Remote-Hybrid schedule upon completion of an in-office training period. This position is not fully remote.

The State of New Hampshire, Employment Security, Fiscal Management Bureau has a full-time vacancy for Accountant IV.
SUMMARY: To plan and coordinate the fiscal operations of agency accounting and auditing functions including the development and interpretation of policies and the supervision of technical aspects of accounting services within the Fiscal Management Section of the New Hampshire Department of Employment Security.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 1 year of experience or an equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in accounting, business administration or auditing work.
License/Certification: None.
Other Requirements: None.
Trainee Option: Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.
PREFERRED QUALIFICATIONS:
  • One year of experience supervising programs or employees.
  • Associate's degree with a minimum of 4 accounting courses would be preferred.
  • Detail-oriented accounting with strong expertise in financial analysis, auditing, and budgeting. Experience developing and implementing effective accounting methods and procedures to ensure accurate reporting with a solid understanding of fiscal principles, laws, and regulations. Strong leadership abilities to guide and support clerical and accounting staff, along with excellent verbal communication and interpersonal skills to collaborate effectively across the organization.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
RESPONSIBLITIES:
Develops accounting systems and procedures adhering to federal and state rules and manuals of procedure and verifies proper application of accounting systems and procedures. Serves as technical and financial expert in the interpretation and applications of policies and procedures for staff.
Oversees reconciling, analyzing and auditing of monthly agency revenues and expenditures from several source data systems such as NH FIRST, Federal Cost Accounting System (FCAS), NH Unemployment Insurance System (NHUIS), NH Accounts and Contributions Tax System (NHACTS), Online Banking System, SpendMap and SAGE300 as well as from various complex Excel spreadsheets and/or Access databases.
Prepares reports relating to financial activities to monitor state/federal program balances, to assist with policy recommendations, budget preparation, state reporting and to satisfy United States Department of Labor reporting requirements.
Assists with annual financial and compliance audits performed by the legislative budget assistant's office and independent auditing firms as well as periodic audits/reviews performed by federal agencies.
Contributes to the preparation of Annual Comprehensive Financial Report (ACFR) and Single Audit Report.
Assists with training, reviewing work of others for accuracy, developing work methods, and assisting with procedural issues.
Responsible for writing and updating a policy manual of accounting and auditing activities and work methods and procedures. Ensures staff are properly trained in application of policies.
Provides backup in the absence of other professional/technical staff within the unit. Serves as backup for administrators and other positions within Fiscal.
