You qualify at the GS-09 grade level if you possess one of the following:

• One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates duties that fall under the following competencies:
  • Education and Training: Assisting in the development and evaluation of instructional design, course content, and training programs; applying basic knowledge of adult learning theories, methods, strategies, best practices, and techniques of instructional curriculum development, including evaluation.
  • Learning: Using efficient learning techniques to acquire and apply new knowledge and skills; leveraging training, feedback, or other opportunities for self-learning and development to contribute to the development and delivery of instructional programs.
  • Technology Management: Utilizing e-learning content authoring software, such as Adobe Captivate or Articulate, to assist in developing instructional materials; deploying eLearning products on Learning Management Systems (LMS) or other delivery platform;

-OR-

• A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related

-OR-

• A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
