Description Under the general supervision of the Assistant Commissioner or designee, the Motor Pool Manager is responsible for performing supervisory and administrative work of a technical nature involving overall supervision of the maintenance, repair, and reconditioning of all types of departments vehicles territory wide. Employee is responsible for directing shop operations, including work scheduling, staff assignment, evaluation, and discipline. Work is reviewed through conferences and reports on a periodic basis.

Duties and Responsibilities Provides general supervision of the work of motor pool staff territorial by prioritizing work assignments, establishing deadlines, and reviewing work performed to ensure technical accuracy and compliance with established policies and procedures. Interviews and makes recommendations to hire; performs subordinate mechanic evaluations; reviews and inspects work completed by subordinate mechanics. Prepares estimates of time, parts, and materials needed to make repairs and orders mechanical parts and equipment as needed.

Prepares various forms and log sheets of maintenance records for vehicle reports and compares invoices to records and processes for payment. Keeps shop equipment operating by following operating instructions, troubleshooting breakdowns, maintaining supplies, performing preventive maintenance, and calling for repairs. Prepares and reviews documents related to time sheets, requests for leave, and overtime.

Participates in and oversees the cleaning and maintenance of the level of the parking garage used by the motor pool; oversees cleaning and maintenance of equipment. Responds to employee questions, concerns, and problems; approves employee timesheets and leave requests. Oversees the transport of vehicles to be serviced, garaged, picked-up and delivered, as required.

Develops and monitors unit work plans and work performance standards; monitors and provides for training needs; meets with employees individually and as a unit. Performs administrative management tasks and prepares related management reports. Assists in the formulation of administrative and operations policies and procedures and ensures compliance with administrative policies, procedures, safety rules and government regulations.

Provides technical guidance/assistance and makes decisions where written guidelines are not available. Prepares budget for the Motor pool area and monitor all expenses. May perform the task of an Auto Technician when necessary to maintain sufficient operation of the Motor pool area.

Perform all other related duties as required. Minimum Qualifications Completion of the twelfth (12) grade including or supplemented by vocational courses in automotive mechanics, and ten (10) years of experience performing a variety of skilled tasks in the repairs and maintenance of automotive and hydraulic equipment. Position Factors FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION Knowledge of the principles and practices of automotive mechanics and heavy equipment repair.

Knowledge of tools, materials and equipment used in the repair and maintenance of automotive repair and maintenance. Knowledge of methods and techniques of motor pool or automotive garage operation. Knowledge of principles, practices, and techniques of supervision.

Knowledge of safety practices and procedures followed in automotive mechanics. Knowledge of the laws, rules and regulations governing motor vehicle inspection. Ability to read, interpret and apply the laws, rules, regulations, policies, procedures, standards, and guidelines governing assigned unit activities.

Ability to give oral instructions in a precise, understandable manner. Ability to follow written instructions. Ability to read and understand terminology, symbols, codes, and standard abbreviations used in automotive mechanics.

Ability to read and interpret documents such as equipment operating manuals, technical specifications, and maps. Ability to maintain accurate records. Ability to adjust to changing situations to meet emergency or changing program or production requirements.

Ability to deal tactfully with others. Ability to establish and maintain harmonious working relationships with others. Ability to exercise sound judgment.

FACTOR 2- SUPERVISORY CONTROLS The employee is expected to supervise line staff employees and assure daily compliance of assignments. FACTOR 3- GUIDELINES: The employee must maintain and enforce departmental as well as Federal (including OSHA) guidelines, policies, and procedures. FACTOR 4- COMPLEXITY Work is routine but involves planning for proper execution in accordance with departmental, Federal, and local policies relative to highest repair standards.

FACTOR 5- SCOPE AND EFFECT The scope of the work is to provide delivery of services to customers and to ensure effective efficient implementation of service rendered. Also, facilitate the day-to-day operation and maintenance of the department fleet territorial. FACTOR 6- PERSONAL CONTACTS Personal contacts are with vendors, coworkers, supervisor(s) and other departments/agencies officials, internal and external customers, and the general public.

FACTOR 7- PURPOSE OF CONTACTS The purpose of contacts is to provide delivery of services to customers and to ensure the efficiency and smooth operation of the unit. FACTOR 8- PHYSICAL DEMANDS Ability to push/lift 75 pounds; ability to climb ladders; bending at the waist, sitting, kneeling, climbing, walking, crouching as the job may require. Must be able to work around lubricants, solvents, batteries, cleaning fluids, and paints.

FACTOR 9- WORK ENVIRONMENT Work is performed indoors and outdoors as the need arises. It is mostly performed in a non-air-conditioned shop.
