MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of\r\nexperience in a combination of fiscal/administrative functions (e.g.,\r\naccounting, accounts examining, budget management, grant administration,\r\npayroll, purchasing) at least one of which must be an accounting or budgeting\r\nfunction.*\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions.\r\n\r\n\r\nNOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15) semester\r\n hours equalling one-half (l/2) year of experience to a maximum of four (4)\r\n years for a Bachelor's degree.\r\n A Master's degree in\r\n public administration, business administration or accounting may be substituted\r\n for one (1) year of the Special Experience.\r\n For state employees two\r\n (2) years as a Fiscal/Administrative Assistant may be substituted for the\r\n General and Special Experience.\r\n For state employees two\r\n (2) years as a Purchasing Assistant may be substituted for the General and\r\n Special Experience.\r\n Successful completion of a Connecticut Careers Trainee program\r\n approved by the Department of Administrative Services may be substituted for\r\n the General Experience and Special Experience.\r\n\r\n*Descriptions of these fiscal/administrative\r\nfunctions are attached\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience monitoring, and reconciling grant budgets, and ensuring alignment with approved funding and program requirements.\r\n Advanced proficiency in Microsoft Excel for budget tracking and financial reporting.\r\n Experience working with contract language and MOAs, particularly within human services or health-related programs.\r\n Experience using Core-CT financials or similar EDP system.\r\n Experience supporting the development, issuance, review and closing of procurement processes, including competitive solicitations and related documentation.\r\n Experience reviewing contracts, financial documents and financial reports to ensure compliance with federal grant requirements.\r\n Experience facilitating and supporting the preparation, review, and administration of grant applications and grant agreements.\r\n\r\n\r\n
