Introduction

The State of Connecticut Department of Transportation (CTDOT), Bureau of Finance and Administration, Inventory Management Unit, is currently recruiting for an Associate Fiscal Administrative Officer position, located in the Office of Inventory Management, Bureau of Finance & Administration. This position is responsible for overseeing and supervising Fuel Control and Inventory Procurement, located at the Central Warehouse, 660 Brook Street, Rocky Hill.

Position Highlights
  • Monday - Friday
  • Full Time, 40 hours per week
  • First Shift, 7:30 am to 4 pm
  • Location: Rocky Hill, CT
  • This is an in-office/on site position with situational telework possible.
The Role
  • Accountable for supervising centralized Inventory Procurement involving $40 million in inventory commodities procured through the Core-CT Financials System for twelve Materials Management stockrooms and one Central Warehouse, supporting the Department’s highway, fleet, and facility infrastructure, including the purchase of winter commodities.
  • Accountable for supervising Fuel Control Operations responsible for the purchasing, inventory control, and distribution of motor vehicle fuel (unleaded and diesel) for 69 fuel stations located statewide.
  • Assist DOT Project Engineers with fuel station tank replacement projects by determining appropriate tank sizes based on operational demand.
  • Oversee, prepare, participate in, and maintain budgetary commitment and expenditure data for the Department’s $25 million annual Snow & Ice Program and statewide fueling infrastructure.
  • Oversee inventory control of road salt, liquid magnesium chloride, and motor vehicle fuel. Ensure commodities are properly inventoried and accounted for via receipts and depletions. Ensure fuel inventories are monitored and administered in accordance with Connecticut General Statutes Sections 22a 449 and 4 36, and Connecticut Department of Energy & Environmental Protection requirements.
  • Assist with preparing, reviewing, and revising bid specifications for scheduled term buying contracts; conduct bid reviews and provide award recommendations; research and analyze resource availability; perform price analyses; review market trends; ensure material quality assurance through laboratory testing and analyze results for contract specification compliance. Identify and pilot new material sources to achieve cost savings and efficiencies (e.g., road salt, liquid magnesium chloride, motor vehicle fuel, highway and bridge materials, and other stocked commodities).
  • Perform related duties as required.

Knowledge, Skill and Ability
  • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll.
  • Knowledge of grants and contracts preparation and administration.
  • Knowledge of purchasing principles and procedures.
  • Knowledge of payroll practices and procedures.
  • Considerable interpersonal skills; oral and written communication skills.
  • Considerable ability in preparation and analysis of financial and statistical reports.
  • Ability to understand and apply relevant state and federal laws, statutes and regulations.

  • Supervisory ability.
Minimum Qualifications - General Experience

Seven (7) years of experience in a combination of fiscal administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one of which must be an accounting, budgeting, or payroll function.

Minimum Qualifications - Special Experience

One (1) year of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2. NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and is below the professional working level.

Minimum Qualifications - Substitutions Allowed
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
  • For state employees experience at the level of a Purchasing Services Officer 1 substitutes for the General and Special Experience on a year for year basis.
Preferred Qualifications
  • Supervisory experience over a diverse workgroup.
  • Experience working with CORE-CT modules: Financials, Inventory, and HRMS (time and labor).
  • Experience with procuring inventoried commodities/items for multiple locations.
  • Experience working independently and as part of a team in an environment with changing work priorities.
  • Customer service experience including corresponding and communicating with both internal and external customers.
  • Experience with Microsoft Office Suite; Teams, Outlook, Excel, PowerPoint, and Word.
  • Experience prioritizing work assignments.
  • Experience detecting issues and problem solving.
