JOB SUMMARY:

The Fiscal Analyst is responsible for conducting a professional level of accounting activity with respect to organizing and directing the fiscal activities of a department.

DUTIES AND RESPONSIBILITIES:

  • Plan, coordinate and review the activities of the department's fiscal activities,
  • Prepare or coordinate and monitor the departmental budget, in conjunction with the Finance Department.
  • Maintain and reviews financial and statistical records in accordance with the goals and objectives of the department.
  • Analyze and interpret financial data in order to provide management planning.
  • Confer with and advise the department director.
  • Track and monitor account balances, as requested; gather and analyze data and prepare reports and recommendations on projects pertaining to fiscal activities of the department;
  • Review of all requisitions, purchase orders, claims. and personnel allocations for accuracy and budgetary compliance;
  • Support fiscal activities in order to supplement existing fiscal procedures to meet federal and state requirements, as applicable.
  • Review all contracts and financial reports to insure compliance with applicable Federal and State regulations, as applicable; may assist with training staff as it relates to regulations.
  • Prepare reports, develop and monitor budgets, and track market trends for industries and companies.
  • Guide cost analysis process by establishing and enforcing program-related policies and procedure.
  • Provide trends and forecasting data;
    • Explain process, techniques and recommendation for action plan.
    • Improve financial status by analyzing results monitoring variances; identifying trends; recommending actions to Child Care Assistance Program Director.

EXPERIENCE/EDUCATION REQUIREMENTS:

    • Bachelor's Degree from an accredited college or university with major course work in accounting, finance, business administration or related field; AND
    • One year of fiscal management/ government accounting experience or experience in conducting studies and developing recommendations on a variety of fiscal, organizational or administrative activities.

OR

    • Associate's degree from an accredited college or university with major course work in accounting, finance, business administration or related; AND
    • Two years of fiscal management/government accounting experience or experience in conducting studies and developing recommendations on a variety of fiscal, organizational or administrative activities.

OTHER REQUIREMENTS:

  • Travel and attend out of area meetings and conferences as required per the funding source(s).
  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
  • Meet and maintain KCAO employment requirements which include:
    • Criminal Record Clearance through the California Department of Justice, FBI and Child Abuse Centralized Index (CACI), National Sex Offender Public Website (NSOPW), and the California Sex and Arson Registry (CSAR) (Megan's Law).
    • Reliable, insured transportation and valid California Driver License.
    • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
