Job description

Develops and implements procedures, processes and guidelines related to the Critical Home Repair and Emergency Home Repair program and actively participates in the development of related policies.
Develops and implements strategic initiatives, operational procedures, and performance standards to ensure effective administration of Critical Home Repair and Emergency Home Repair Program.
Responsible for bidding, negotiations, execution/implementation of all contracts and amendments, administration, and oversight of multiple contracts, amendments, and procurement activities supporting program operations.
Ensures vendors' compliance with all contractual terms and conditions, and to ensure that the contractual targets for each fiscal year are met.
Ensures Program compliance with Federal, State, and local statutes and regulations.
Verifies households and properties eligibility per the Program requirements.
Performs pre and post job/construction walkthroughs of each home project to ensure that the scope of work aligns with the Program requirements, before providing approvals for repair/construction work.
Ensures that the required permits, inspections, deed restrictions, and closeout documentation are completed for each project prior to the release of payments/reimbursements to the Program vendors.
For the Emergency Home Repair program, this position is responsible to undertake pre-job walkthroughs of the relevant home within 2-hours of receipt of application/information/notification to ensure that the scope of work aligns with program requirements and to communicate approval of repair work to the vendor. This walkthrough may be required to be undertaken during afterhours, weekends or holidays.
Monitors and ensures that the expenditures remain within the funding allocations for each contract.
Prepares and presents budget requests for the Program for each fiscal year.
Maintains a central database and documentation on shared drive for the whole Program for easy accessibility and cross-referencing by the vendors to ensure that no home project in the County exceeds the maximum repair grant allocation during a specified period of time.
Monitors adherence to confidentiality, data safeguarding, and digital accessibility requirements.
Maintains internal controls and documentation which are sufficient to withstand any audit review.
Prepares financial summaries and presents or responds to any requests for information from the Board of County Commissioners (BOCC) or County's Executive leadership.
Prepare performance reports, compliance summaries, financial analyses, and other materials related to the Program operations.
Monitors and ensures that all approved goals related the Program for each fiscal year are achieved.
Ensures that the Program related operations align with County priorities, funding requirements, and established performance objectives.
Responsible for overall program administration, coordination, and continuous improvement efforts to maximize service delivery and operational efficiency.
Ensures proper stewardship of public funds through financial oversight, expenditure monitoring, invoice review, payment/reimbursement approvals, and budget management activities.
Develops performance dashboards, compliance reports, and operational metrics used to evaluate program effectiveness and support executive decision-making.
Coordinates across multiple County departments to ensure effective program implementation and achievement of organizational objectives.
Develops collaborative partnerships with internal stakeholders, community organizations, contractors, and regulatory agencies to support program success.
Responsible for analyzing operational trends, identifying opportunities for improvement, and implementing corrective actions when necessary.
Any other tasks related to the program, as assigned.
