Job description

e are seeking an experienced Operations Manager with a strong background in land development, site work, and underground utility and infrastructure. This role will oversee construction activities related to grading, excavation, water, sewer, storm drainage, roadways, and other civil improvements. The ideal candidate has a proven track record managing field operations and project delivery for residential, commercial, and municipal development projects. This position requires a leader who can operate effectively in both the field and office, ensuring all projects are delivered safely, on schedule, within budget, and to high quality standards.
****CANDIDATES without UNDERGROUND UTILITY & LAND DEVELOPMENT experience will NOT be considered*****
Key Responsibilities
  • Oversee all aspects of land development and underground utility construction, including earthwork, grading, roadways, drainage, water, and sewer installations.
  • Develop and manage project scopes, schedules, budgets, and resource allocation plans.
  • Directly supervise field crews, subcontractors, and project foremen to maintain productivity and quality.
  • Perform regular site visits to monitoring all company operations, excavation, trenching, underground utility installations, and roadway/sitework progress.
  • Ensure strict adherence to municipal utility, FDOT, and OSHA regulations.
  • Review and approve construction documents, submittals, RFIs, change orders, and as-builts, dispatching etc....
  • Collaborate with developers, engineers, inspectors, and utility providers to resolve conflicts and keep projects moving.
  • Track and report on financial performance, including labor, materials, and equipment costs.
  • Lead weekly project meetings and coordinate logistics across multiple job sites.
  • Manage permitting processes and scheduling of inspections with municipalities.
  • Enforce company safety policies and jobsite best practices.
  • Identify risks and implement corrective measures to avoid project delays.

Qualifications
  • 10 years of progressive experience in land development, site work, and underground utility/civil infrastructure projects.
  • Proven track record as a Project Manager, Superintendent, or General Superintendent on subdivision development, roadway improvements, and utility installations.
  • Strong technical knowledge of mass grading, trench safety, dewatering, underground utilities installation, directional drilling, lift stations, and stormwater management.
  • Familiarity with South Florida municipalities, FDOT standards, and local permitting processes.
  • Proficiency in construction management software (Procore, Bluebeam, MS Project, or similar).
  • Excellent leadership, problem-solving, and communication skills.
  • OSHA 30 certification strongly preferred.
  • Bachelor's degree in Construction Management, Civil Engineering, or related field preferred (or equivalent experience).
  • Valid driver's license and ability to travel between multiple job sites.
