This National Guard position is for a FINANCIAL MANAGER, Position Description Number D1540000and is part of 155 CPTF, Nebraska Air National Guard.
Selected applicant may be eligible for a recruitment or relocation incentive not to exceed 25% of the annual rate of basic pay. A recruitment or relocation incentive must be negotiated prior to acceptance of the official offer

Qualifications:NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Air National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: O5; Minimum: O3;Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

Compatibility requirements must be met prior to appointment to the position. Selectee has 24 months to become qualified in a compatible military assignment.

Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE:
Posses technical financial expertise, which includes a broad knowledge of agency operating programs alongside the ability to utilize financial management principles, methods, and systems to develop, apply, and adjust financial plans that attain agency objectives. Candidates must demonstrate analytical and administrative capability through skill in collecting and analyzing data accurately, applying procedures by interpreting program material, and exercising sound, independent judgment to solve financial problems and administer programs. Furthermore, the position requires strong leadership and program management skills to plan, direct, and coordinate complex programs, as well as select, develop, supervise, train, and mentor a subordinate staff. Finally, applicants must possess exceptional communication and interpersonal skills, characterized by the ability to communicate clearly and effectively in both written reports and oral presentations, and the ability to establish and maintain productive working relationships across all levels of management using tact, ingenuity, and resourcefulness.
SPECIALIZED EXPERIENCE:
GS-13: Do you possess 1-year equivalent specialized experience to at least the next lower grade level (GS-12) before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Financial Management Certification Career level, and assigned military skills. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.Education:

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management
