Job Description
We are seeking a Senior Budget/Financial Analyst to join our team in Washington, D.C.
This role blends technical financial expertise with supervisory and training responsibilities to ensure successful support of complex Navy program requirements.
Responsibilities:
  • Lead and oversee comprehensive budget planning and execution activities in support of SEA 21 program initiatives.
  • Allocate funding across projects, departments, and functions in alignment with program goals and contractual requirements.
  • Review and approve individual and team budget requests; provide recommendations for adjustments as needed.
  • Prepare and validate budget exhibits in accordance with DoD formats and timelines.
  • Analyze budget performance and spending trends to identify variances, optimize resource use, and support data-driven decision-making.
  • Optimize budget strategies based on expenditure data, performance metrics, and operational needs.
  • Utilize ERP systems (e.g., Navy ERP) to manage and track financial transactions and reporting.
  • Apply Earned Value Management (EVM) principles to monitor cost, schedule, and technical performance.
  • Conduct cost estimating using DoD methodologies and tools; maintain compliance with financial regulations and policies.
  • Provide training and mentorship to junior contractor BFMs to enhance their capability and ensure consistent support.
  • Supervise other contractor BFMs, monitoring performance and ensuring adherence to tasking, timelines, and quality standards.
  • Coordinate with stakeholders across the Navy and DoD to align financial planning with mission objectives.
  • Travel up to 10% for site visits, audits, or coordination meetings.

Job Requirements
Basic Qualifications:
  • Active Secret Clearance
  • Bachelor's degree in Business, Finance, Accounting, or a related field
  • A minimum of 10 years of experience in financial management, budgeting, and DoD program support
  • One of the following certifications:
    • EVM professional cert
    • ICEAA Certified Cost Estimator/Analyst (CCEA)
    • DAU Cost Estimating Advanced
    • DAU Financial Management Practitioner
  • Demonstrated competency in ERP systems (preferably Navy ERP)
  • Experience in preparing and reviewing DoD budget exhibits
  • Proven ability to train and supervise financial staff or contractors
  • Strong analytical, organizational, and communication skills

Preferred Qualifications:
  • Master's degree in Business, Finance, Accounting, or a related field
  • 12+ years of experience in financial management, budgeting, and DoD program support
