Job Summary:
The Financial Management Specialist II provides intermediate-level financial management and analytical support to Washington Headquarters Services (WHS) Directorates and Divisions. The successful candidate is responsible for interpreting financial data, developing forecasts, and advising departments on fiscal strategy. This role includes data analysis, forecasting, funds reconciliation, and financial documentation preparation to support management decision-making and reporting.
Key Responsibilities:
  • Support the development, execution, and reconciliation of operating budgets at the directorate and division levels.
  • Collect, analyze, and track financial data to provide accurate obligation and expenditure reporting.
  • Maintain cognizance of approved, deferred, and released funds and ensure appropriate tracking documentation is in place.
  • Provide financial information, forecasts, and variance analyses for management reporting.
  • Develop financial summaries, graphs, and charts to support leadership decision-making.
  • Support the preparation of budget submissions, financial justifications, and execution documents.
  • Maintain audit-ready records for active, expired, and cancelled funds.
  • Participate in preparing responses to financial data calls and requests from higher headquarters.
  • Support the reconciliation of commitments, obligations, and expenditures to ensure accuracy.
  • Coordinate with leadership to support budget execution and justification activities.

Requirements
Required Qualifications:
  • Bachelor's degree in Finance, Accounting, Business, or related field required.
  • Minimum 6 years of progressive financial management or budget analysis experience in a DoD or federal environment.
  • Working knowledge of the PPBE process and familiarity with DoD financial management regulations.
  • Strong analytical and data interpretation skills.
  • Proficiency in Microsoft Excel (pivot tables, formulas) and other 365 tools.
  • Ability to prepare clear and concise financial reports.
  • U.S. citizenship and an active, SECRET Security Clearance is required.

The salary range for this role is $54,000 USD - $91,000 USD. The salary range provided is a good faith estimate representative of all experience levels. Actual compensation will be determined based on experience and qualifications.
