Job description

Job Description: We are seeking a highly experienced Senior Fiscal Analyst to serve as a subjectmatter expert in federal budget formulation, Program Objective Memorandum (POM) development, and execution of appropriated funds within the DoD Planning, Programming, Budgeting, and Execution (PPBE) framework. The analyst will support the Transformation Office at the DEVCOM Aviation & Missile Center (AvMC), providing strategic fiscal guidance, improving financial processes, and ensuring compliance with governing policy and fiscal law.

In this role, the analyst will lead the development, analysis, and review of POM builds, PPBE products, and multiyear funding strategies while ensuring full compliance with fiscal law, execution requirements, and DoD Financial Management Regulation (FMR) guidance. The position includes identifying opportunities to improve current financial and operational processes, supporting the integration of optimized workflows into enterprise software solutions, and developing or refining Standard Operating Procedures (SOPs). The analyst will also lead collaboration sessions with AvMC G8, acquisition partners, and software developers, and support financial analysis, informed decisionmaking, and reporting needs for leadership.

Required Skillsets:

  • Ability to map operational processes to governing fiscal and programmatic policies.
  • Experience analyzing Federal, DoD, and Army policies, directives, and regulatory guidance.
  • Ability to identify policy gaps, overlaps, inconsistencies, and conflicts and propose corrective actions.
  • Skilled in facilitating subjectmatterexpert (SME) discussions and translating inputs into actionable operational guidance.
  • Demonstrated ability to develop SOPs aligned to applicable policy and regulatory requirements.
  • Strong writing and editing skills with the ability to produce clear, concise, and compliant documentation.

Preferred Qualifications:

  • Experience supporting Army organizations or DEVCOM centers.
  • Experience with business process improvement or digital transformation initiatives.
  • Familiarity with enterprise system integration or financial data architecture.

Required Qualifications:

  • Bachelor's degree (BS or BA).
  • Minimum 10 years of experience in DoD fiscal policy, budgeting, and the PPBE lifecycle.
  • Demonstrated experience with appropriated fund execution and multiyear budget planning.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Microsoft SharePoint.
  • Experience with financial and ERP systems such as GFEBS or Navy ERP.
  • Excellent written and verbal communication skills.
  • Ability to obtain and maintain a DoD security clearance.
