Full Time - Manager, Financial Aid Return of Title IV
The Blinn College District is searching for a Full Time - Manager, Financial Aid Return of Title IV at our Bryan Campus.
Primary Duties and Responsibilities are listed below:
Job Summary
Oversight of the Return ofTitle IV funds processes and support to the Dean, Director, and financial aidprocessing. Use independent judgment to process R2T4's and coordinating withother teams in our department and other departments regularly. Provide advice to students regardingfinancial aid application opportunities, types of financial aid available, andloan borrowing education.
he Manager of Return ofTitle IV (R2T4) and Financial Aid Compliance oversees the College's Return ofTitle IV Funds processes and ensures compliance with all federal, state, andinstitutional financial aid regulations. This position manages daily R2T4operations, supervises assigned staff, coordinates compliance activities, developsprocedures, and serves as one of the institutional subject matter experts forReturn of Title IV regulations.
TheManager supports the Dean, Director, and financial aid processing and providesguidance to students regarding financial aid eligibility and funding optionswhile collaborating with campus departments to ensure accurate processing andregulatory compliance.
Principal Accountabilities
R2T4 Administration
  • Manage all Return of Title IV (R2T4) calculations and processing in accordance with federal, state, and institutional regulations. Review all Q dropped courses and withdrawal reports, academic records, attendance documentation, and enrollment activity to determine Title IV eligibility. Verify student attendance and review all students with non-passing grades to determine last date of academic activity. Coordinate with faculty and campus departments to obtain required documentation.
  • Process institutional, state, and federal fund returns within required regulatory timelines.
  • Review and approve adjustments and corrections to R2T4 calculations. Maintain complete documentation supporting all R2T4 determinations. Monitor compliance with U.S. Department of Education regulations related to withdrawals and Return of Title IV Funds. Develop, implement, and update policies and procedures that improve processing efficiency and ensure regulatory compliance.
  • Notifies students of fund returns. Organize responses, track documentation, and notify other staff when all necessary information has been received so withdrawal calculations can be completed. Attention to detail and strong organization skills a must. Train staff in R2T4 processes, as needed.

Advising
  • Answer financial aid phone calls, respond to financial aid emails, work the front counter, and respond to text and all other channels that are used to communicate with students. Use discretion and independent judgment to advise and counsel students, parents, and/or prospective students in solving their educational financial problems through scholarships, loans, grants, employment and financial literacy.
  • Perform reviews for professional judgment of student files, adjusting as needed.

Management
  • Provides management support to the Dean and Director of Financial Aid. Works with Dean, Director, and Assistant Directors to ensure compliance with all financial aid regulations and Blinn College policies. Reviews, creates, and develops the Banner system and other IT tools available to ensure efficient processing and quality performance of the Financial Aid office.

Supervision
  • Provides guidance, direction, and supervision for designated employees; performs annual evaluations.

Other duties as assigned
  • This includes but is not limited to reviewing financial aid appeals, reviewing and scoring endowed scholarship applications, reviewing endowed scholarship thank you letters, FAFSA presentations, outreach, student loan default management, processing scholarship checks, verification, professional judgments, packaging students, helping with veteran processing, etc.

Minimum Qualifications/ Required Degree, License or Certifications
  • Bachelor's Degree or some hours towards a college degree and 2 or more years of experience working in a financial aid office or finance in higher education
  • Knowledge of U.S. Department of Education and regulations, state regulations for financial aid programs.

Minimum Competencies
  • Ability to communicate clearly and thoroughly with people of various backgrounds and experiences in such a way that they feel comfortable and willing to work well together.
  • Strong problem-solving skills to analyze situations and experiences.
  • Self-motivated and goal-oriented, team player.
  • Ability to handle numerous complex and routine tasks simultaneously.

Preferred Qualifications
  • Experience with Banner or Ellucian products.
  • NASFAA Specialist in Return of Title IV Funds or other NASFAA Credentials

Preferred Competencies
  • Experience using Office products (Word, Excel).Using formulas and pivot tables.
  • Be knowledgeable of Veteran Administration and State of Texas educational benefits for veterans and veteran dependents.

Special Notes To Applicants
Position is on-campus, in -person, 40 hours per week.
This is a 12 month, benefits-eligibleposition. Blinn College pays 100% of health insurance for full-time employees,50% for dependents, and two times your annual salary in life insurancebenefits.
