Job description

The Digital Modernization Sector at Leidos has an opening for an experienced Field Service Engineering Support for the GIG Service Management - Operations II (GSM-O II) contract at Fort Meade, MD. This position is remote with up to 50% travel.

This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA).

This position demands a broad skill set, including network engineering support, designing of engineering artifacts, designing of installation packages, conducting equipment and cable installations, testing/troubleshooting, and resolving issues associated with the various network elements. Additionally, strong stakeholder communication, technical expertise, leadership and technical expertise is critical. The multi-dimensional nature of these responsibilities is crucial for maintaining client relationships, fulfilling contractual obligations, and achieving strategic objectives, highlighting the role's significance to the organization.

Primary Responsibilities

  • Develops method of procedures (MOP).
  • Develops engineering artifacts for Government Approval
  • Creates IBOM, MBOM, Master TRBOM (Manufacturing Bill of Materials) for site installations.
  • Ensure that all implementation activities use consistent and proven processes, that these processes be modified and improved as necessary, and are used across all types of implementations.
  • Execute the actions identified in the TSIP to accomplish the tasks required to install and integrate test & activate (IT&A) systems into operational readiness.
  • Lead daily status calls and articulate accomplishments, current project status, identify challenges, and projection.
  • Collaborate with business stakeholders and senior government personnel to understand service needs and ensure that IT services align with their objectives.
  • Attend technical meetings and prepare formal written minutes (as required) for delivery to the government.
  • Communicate orally, and in writing, detailed technical information.
  • This hybrid role combines field service engineering installation expertise with engineering technical skills, which will increase project efficiency, streamline processes, and facilitate better communication between customers and technical teams.
  • Ensure that all implementation activities use consistent and proven engineering support processes and that these processes are modified and improved as necessary, across all types of implementations.
  • Conduct site survey, install, testing and de-install, and quality control activities to ensure the project stays on schedule and quality of deliverables are achieved.
  • Perform detailed and technically in-depth site assessments, surveys, and quality control aspects for Defense Information Systems Network (DISN) in CONUS and OCONUS locations as required to assess/analyze site preparedness and develop implementation plans, power requirements, and associated cost estimates.
  • Conduct installation/de-installation/upgrade/interface actions associated with network components at stakeholders' locations.
  • Coordinates with users, site/base support and or facilities personnel, network manager(s) and controllers, long haul and local carriers for installation, cutover, activation, deactivation planning and execution.
  • Create Site Survey Report (SSR) to meet project milestones, objectives, and deliverables.
  • Assist with the creation of Site Engineering Solution (SES) to meeting project milestones, objectives, and deliverables.
  • Work with Logistics lead to assist in solidifying IBOM/MBOM procurement requirements and meet project milestones, objectives, and deliverables.
  • Perform configurations on Cisco, Ciena, Safenet network elements per Defense Information Systems Agency (DISA) guidelines.
  • Facilitates and finalizes all aspects of site acceptance and quality control.
  • Supports senior staff as required and ensures customer requirements and project milestones are met.
  • Serve as liaison between stakeholders and program leadership, assist with briefing stakeholders regularly on project purpose and progress and alerting program leadership to developing issues and opportunities throughout the area of responsibility.
  • Prepare working engineering project packages for installation teams with installation instructions, industry specifications and references, CADD drawings, and BOMs.
  • Create detail project plans and schedules, allocate resources, product delivery schedules, project estimates, work-breakdown structure (WBS), resource plans, and status reports to fully support enterprise-level requirements.
  • Perform updates to master redline drawings, incorporating sub-contractors field redline drawings and ensuring changes are reflected on master documents.
  • Work with partners to coordinate and perform project objectives to include site surveys, installations, testing, site deinstallations and provide customer-ready deliverable reports upon completion.

Basic Qualifications:

  • Active DoD SECRET Clearance, able to obtain DoD Top Secret Clearance
  • Bachelor's degree and 6 years of prior relevant experience. Additional experience, education and training may be considered in lieu of degree

  • Job requires frequent bending, stooping, twisting, turning, and working in unusual positions requiring full body mobility.
  • Working knowledge of Ciena 6500, Ciena 5160, Ciena 5171, and other ancillary equipment.
  • Must have experience with DC power systems.
  • Knowledgeable and proficiency in M.S. Office (Word, Excel, Outlook, etc.), specifically Visio.
  • Strong analytical and problem-solving skills, along with excellent written and oral communication skills.
  • Thorough understanding of DISA implementation process and E&I standard.
  • Must be able to lift 50 pounds, climb ladders, and perform other installation activities.
  • Must be able to obtain DoD Directive 8570 Information Assurance Technical (IAT) Level II (such as CompTIA Security+ CE) certification within a year from start date.
  • Knowledge and skillset to distinguish between Site Assessment, Site Survey, Installation, and Commissioning.
  • Demonstrated success in the developing of IBOM, MBOM, and Master TRBOMs.
  • Demonstrated success with interaction and collaboration with stakeholders at an 0-6/GS-15 level.
  • Demonstrated success in working with leadership to understand the define resources needs of your project.
  • Strong understanding of the DISN network, engineering, and design.
  • Expertise in fully understanding the DISA logistic process and procedures.
  • Demonstrated success in multi-tasking, self-assigning work, and functioning in a dynamic, fast-paced environment.
  • Proficiency with MS Office Products (Outlook, Word, Excel, Project, SharePoint, and PowerPoint).
  • Ability to travel extensively. Job requires up to 50% travel.
