Project Overview:

Bechtel Energy is currently planning and executing a large number of lump sum self-perform direct hire LNG projects throughout the US Gulf Coast. In addition to LNG tanks, other Field Erected Tanks (FET) are included in projects' scope. This has also created a demand for Tanks General Superintendent support across the Energy Business Line.

Job Summary:

Assigned in a supervisory capacity, the Tanks Area Field Engineer reports directly to the Tanks Project Manager and functionally to the Project Field Engineer (PFE) and is responsible for the day-to-day management and supervision of the Field Engineering group within the LNG Tanks and other Field Erected Tanks (FET) area. The selected candidate is responsible for providing technical support to the Tanks Manager and Tanks Superintendents and is responsible for providing technical oversight for all activities within the assigned LNG Tank and FET areas. The selected applicant shall provide leadership and direction to field engineers in support of the Superintendents responsible for executing the Tanks construction work. #LI-BH1

Major Responsibilities:
  • Develop, implement and maintain LNG Tanks and FET field engineering and construction programs
  • Implement Bechtel's Standard Work Process Procedures (SWPP) specific to the LNG Tanks and FET scopes of work
  • Develop and implement Inspection and Test Plans (ITP) specific to LNG Tanks and FET scopes of work
  • Maintain project document control and ensure all work activities are executed using the latest versions of relevant documents
  • Work with the tank discipline superintendents to develop detailed, integrated installation plans for complex, cross discipline installations
  • Ensure that work package generation by field engineers supports the construction schedule
  • Prioritize work for the multi-discipline team of field engineers within the assigned area (Civil/Structural, Mechanical, Piping, Electrical, Instrumentation) and provide day to day direction and supervision
  • Work with Tank superintendents to ensure that quantities are reported, verified and submitted for all commodities each week
  • Perform quality control inspections of completed work and generate associated documentation
  • Ensure that all project quality requirements are understood and adhered to
  • Liaise with the design engineering group and provide support to resolve design and constructability issues
  • Assist subordinate responsible field engineers within generation of Field Change Documentation
  • Develop the technical sections of field subcontracts
  • Work with supervision to perform front-end work package scoping
  • Develop construction progress reports and quantity forecasts
  • Ensure that field engineers complete required material requisitions to ensure that material deliveries support scheduled activities and complete material receipt inspections
  • Monitor field costs and assist in cost forecasts
  • Assist in the preparation and updating of construction schedules
  • Ensure correct preparation of applicable as-built documents and inspections required by the contract
  • Perform system/area turnovers
  • Conduct annual goal setting/performance reviews and quarterly feedback discussion with assigned field engineers
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevantwork experience.
Required Knowledge and Skills:
  • Experience with the construction of full containment LNG tanks.
  • Experience with the BICSS method of constructing LNG tanks.
  • Experience with the construction of Field Erected tanks.
  • Experience with FERC permitting requirements for LNG tanks and Field Erected Tanks.
  • Knowledge of Welding processes and practices used in the construction of storage tanks.
  • Have experience in Quality assurance requirements relating to the fabrication and construction of storage tanks.
  • Complete understanding of the MR process relating to the procurement of bulk materials and equipment on LNG storage tanks, field erected storage tanks and sphere projects.
  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Direct Hire Experience, preferably in a lump-sum environment.
  • Computer literate in word processing, spreadsheet and database applications.
  • Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred.
  • Familiarity with Bechtel Standard Applications (BSAPs) including Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects is an asset.
  • Working knowledge of applicable industry codes and standards.
  • Excellent communication and problem solving ability.
  • Experience in the design and/or construction of LNG facilities is preferred.
Additional Information:

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
