Overview
Program Manager (DTRA PAO)
Bowhead is seeking a Program Manager for the upcoming DTRA PAO contract in Fort Belvoir, VA. In this role, you will serve as the central point of contact for contract performance, overseeing all PWS requirements, deliverable schedules, and quality standards across the full public affairs, digital media, and multimedia production effort.
DTRA's Public Affairs Office (PA) seeks to acquire specialized public affairs, digital and interactive media (photos, videos, interactive displays), and multimedia production services to enhance DTRA's ability to communicate its mission, activities, and achievements to internal and external stakeholders, including the public, media, interagency partners, and international allies.
Responsibilities
  • Serve as the designated Point of Contact (POC) responsible for overall management and coordination of the contract
  • Act as the primary interface with the Government Contracting Officer (KO) and Contracting Officer's Representative (COR)
  • Provide program management oversight to ensure all PWS requirements, deliverable schedules, and quality standards are met
  • Coordinate across video production, editing, digital asset management, web development, and media analysis teams to ensure integrated delivery
  • Oversee adherence to digital production standards, copyright compliance, and journalistic ethics across all products
  • Monitor staffing, performance, and quality control processes, escalating risks and resource needs to the Government as appropriate
  • Support collaboration between the contractor team and internal/external subject matter experts (SMEs) to ensure technical accuracy and visual fidelity
  • Ensure OPSEC and PAO release checkpoints are respected, recognizing the Government's sole authority over OPSEC reviews and release approvals
  • Other duties as assigned

Qualifications
  • Bachelor's degree from an accredited college or university in a relevant discipline
  • Minimum of 5-10 years of progressive, specialized professional experience in program/contract management, preferably supporting DoD or federal public affairs contracts
  • Demonstrated experience managing multi-disciplinary teams (video production, digital media, web development) on federal contracts
  • Strong understanding of DoD Visual Information standards, Section 508 compliance, and OPSEC requirements preferred

Physical Demands:
  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
Target salary is $125,000- $175,000 commensurate with experience
