Description
The City of Anaheim is hiring a dynamic Part Time Electric Systems Designer for the Telecommunications Group of the Public Utilities Department. This position will perform a variety of technical duties in the planning and design of fiber optics networks for automation and telecommunication systems serving electric and water utility applications; and to prepare construction plans, specifications, cost estimates and work orders.
This is a part-time position typically averaging 30 hours per week. A minimum number of hours is not guaranteed
Essential Functions
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  • Design, prepare and initiate work orders including drawings and specifications for the installation of overhead and underground telecommunications systems and fiber optics networks for automation projects.
  • Investigate, analyze, and determine the most efficient and economical fiber optics network routes; provide fiber optics demand and connectivity assessment; identify known underground facilities and utilities; consult with property owners and local, county and state representatives to obtain necessary easements and encroachment permits.
  • Conduct field investigations to determine the condition of existing facilities; provide existing and future requirements for fiber optics network needs.
  • Meet with engineers, planners, developers and outside utility agencies and organizations to determine fiber optics system layout; initiate contracts and prepare work plans; coordinate construction and maintenance activities.
  • Prepare work orders and drawings; compile material requirements; review project scope with field and contractor crews and answer questions during the maintenance, upgrade and construction of existing and new telecommunication systems.
  • Review completed construction projects to verify quantities of materials and to ensure compliance with construction standards and guidelines; review and oversee the work of consultants.
  • Plan, develop and initiate upgrade modifications and additions to utility fiber optics transmission and distribution systems.
  • Respond to inquiries and requests by utility customers, outside agencies and organizations, and other City departments and divisions.
  • Prepare or review designs for related substructures such as the alignment of conduits along roadways; locations and sizes of vaults, riser poles, and pull boxes; design of conduit sizes and quantities; identify vault end wall configurations; identify easement requirements for access to equipment.
  • Support request for proposal packages to hire consultants, review consultant designs and studies, prepare construction bid packages, perform field walk downs and verifications, update as-built drawings, and prepare and review project cost and schedule reports; coordinate project activities with other work groups and agencies; direct contractors and resolve construction conflicts.
  • Prepare physical and schematic diagrams for fiber optics networks serving water, electric and municipal telecommunications projects.
  • Select underground and overhead routes for new fiber optics lines, prepare joint pole submittals, troubleshoot fiber optics-related outages, and coordinate planned outages with field crews and end-customers.
  • Perform related duties as required.

Qualifications
Experience and Education: Two (2) years of experience in the construction and/or design of fiber optics and telecommunication systems supplemented by completion of the twelfth grade and college level course work or specialized training in electrical engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: Principles of fiber optics distribution and transmission system design; techniques of project coordination for telecommunications or automation projects; basic principles of fiber optics network theory, fiber optics operation and construction practices and field inspection procedures; principles of mathematics used in telecommunications engineering calculations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; construction practices and materials; pertinent federal, state and local laws, codes and regulations.
Ability to: Plan, lay out and prepare work orders, cost estimates and work schedules; prepare construction plans and reports; design fiber optics transmission and distribution systems; coordinate telecommunications or automation projects; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of an appropriate, valid driver's license

RETIREMENT BENEFITS - The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.
Part-time eligible employees become members of CalPERS as either Classic or New members.
Part-time employees not eligible for CalPERS are required to participate in the City's part-time 457 plan, as a replacement plan for Social Security.
