General Description The purpose of this position is to supervise the daily operations of the Biosolids Department and manage the safe, efficient transportation, disposal, and contract administration of biosolids and related hauling operations throughout the utility. This position is responsible for leading a team of Equipment Operators/Truck Drivers, managing multiple service contracts, overseeing departmental budgets, coordinating biosolids hauling for nine wastewater treatment facilities, and ensuring regulatory compliance. This position serves as the primary liaison between Toho and multiple contracted service providers, develops long-term capital improvement plans and annual operating budgets, coordinates hauling schedules, oversees contractor performance, and provides leadership for departmental staff through training, performance evaluations, scheduling, and employee development.

The employee also assists with procurement activities, contract development, capital planning, and continuous improvement initiatives that enhance operational efficiency and reduce operating costs. Essential Functions Supervises and manages a team of Equipment Operators/Truck Drivers by assigning work, coordinating schedules, approving timecards, managing leave requests, conducting performance evaluations, providing coaching and training, and administering corrective action when appropriate. Oversees all biosolids hauling operations for (9) water reclamation facilities by coordinating transportation schedules, ensuring regulatory compliance, optimizing hauling efficiencies, and maintaining uninterrupted disposal operations.

Manages the utility's biosolids hauling contracts by serving as the primary liaison between Toho and contracted vendors, monitoring contractor performance, resolving operational issues, reviewing invoices, assisting with contract negotiations, and participating in the preparation and review of future bid documents. Oversees the operation and management of multiple sand and grit disposal sites supporting lift station maintenance activities, coordinating disposal operations, ensuring environmental compliance, and identifying opportunities to improve operational efficiency and reduce costs. Administers multiple utility-wide service contracts, including: Ground Maintenance Contract, consisting of brush removal, tree trimming, fence line maintenance, fence repairs, and debris removal.

Weed Control Contract. Additional hauling and disposal contracts as assigned. Serves as the primary liaison between contractors and Toho Utility staff by resolving operational concerns, coordinating work activities, monitoring contractor performance, ensuring compliance with contract requirements, and facilitating effective communication between all parties.

Develops, prepares, and administers the annual Capital and Operating Budgets for the Biosolids Department. Identifies opportunities to improve operational efficiency, reduce costs, and enhance service delivery through process improvements, equipment utilization, and contract management initiatives. Performs administrative duties including preparing purchase requests, reviewing invoices, maintaining records, generating reports, attending meetings, assisting with procurement activities, and supporting departmental planning initiatives.

Ensures compliance with all applicable safety regulations, environmental requirements, and departmental operating procedures. Coordinates equipment utilization, fleet scheduling, preventive maintenance activities, and replacement planning for departmental vehicles and heavy equipment. Maintains effective communication with internal departments, contractors, regulatory agencies, and utility management regarding biosolids operations and departmental activities.

All other duties as assigned. Minimum Qualifications Minimum Qualifications Any combination of education and experience which demonstrates the candidate's ability to successfully perform the essential functions of the position will be considered. High School Diploma or GED issued from an approved administrator.

Minimum of five (5) years of progressively responsible experience in utility operations, heavy equipment operations, transportation, biosolids management, contract administration, or related field. Minimum of two (2) years of supervisory experience. Must possess and maintain a valid Florida Class A Commercial Driver License (CDL).

Desired Qualifications Experience supervising transportation, hauling, or biosolids operations. Experience managing contractor performance and administering service contracts. Experience developing operating and capital improvement budgets.

Knowledge of biosolids transportation, disposal regulations, and environmental compliance. Experience with procurement processes and contract development. Knowledge of heavy equipment operations and fleet management.

Strong leadership, organizational, budgeting, and communication skills. Ability to analyze operational data and identify cost-saving opportunities. Ability to effectively resolve contractor and operational issues while maintaining positive working relationships.

Working knowledge of computerized maintenance management systems (CMMS), GIS, Microsoft Office, and financial management software. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
