JOB SUMMARY: Responsible for performing complex (journey-level) grant coordination technical assistance and administration work. Work involves preparing, maintaining, and reviewing compliance of sub-grants; coordinating and evaluating grant applications to determine appropriateness of grant or compliance with requirements and standards; and servicing as a liaison between funding sources and the local entities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

Serve as a daily, hands-on, sought after programmatic manager for client stakeholders.

Provide clients with FEMA PA policy expertise guiding clients through administrative and policy challenges and help drive overall FEMA PA project strategy and client decision-making.

Listen to client needs and establish strategic and tactical goals and delivery in a timely and cost-efficient manner.

Coordinate individual program teams and/or overall recovery client engagements from both an operational and administrative perspective.

Identify and implement process improvement opportunities to increase overall team and project productivity and efficiency.

Ensure compliance with procurement principles, laws, rules, and regulations as outlined by the Federal Government including OMB circulars, CFR, etc.

Heavily integrate with clients to support their comprehensive recovery efforts across several multi-billion dollar, long-term and short-term disaster recovery projects simultaneously.

Perform project validation reviews and address any inconsistencies, special considerations, and compliance issues with management.

Identify potential impacts / implications of policy changes to Federal/State/local programs and provide briefings as required.  

Review supporting documentation for the assigned subawards to ensure that each subrecipient receives appropriate reimbursements.

Perform other duties as assigned.
