Reports to: Deputy Superintendent
Department: Administration
Pay Grade: Administrative/Professional Pay Plan
Work Days: 223 Days
Status: Exempt
Primary Purpose
Coordinate and support the implementation of the district's comprehensive safety and security program to ensure safe, secure, and supportive learning environments for students, staff, and visitors. Assist the Executive Director of Technology and Safety & Security in planning, implementing, maintaining, and evaluating district safety, emergency management, and security initiatives. Coordinate district compliance with applicable federal, state, and local laws, Texas Education Agency (TEA) requirements, and Texas School Safety Center (TxSSC) standards.
Serve as the district's operational coordinator for emergency preparedness, physical security, crisis response, school safety training, and campus safety compliance.
Qualifications
Education/Certification
  • Bachelor's degree from an accredited college or university required
  • Master's degree in Emergency Management, Criminal Justice, Public Administration, Educational Leadership, Homeland Security, or a related field preferred
  • Certification in Mid-Management/Principal preferred
  • Texas School Safety Center School Safety Certification preferred or ability to obtain
  • FEMA Incident Command System (ICS) and National Incident Management System (NIMS) certifications required or ability to obtain within one year of employment
  • Valid Texas driver's license
Special Knowledge/Skills
  • Knowledge of Texas Education Code and Texas Administrative Code related to school safety
  • Knowledge of Texas School Safety Center standards, audit requirements, and best practices
  • Knowledge of emergency operations planning and crisis management
  • Knowledge of behavioral threat assessment requirements
  • Knowledge of physical security systems including access control, video surveillance, visitor management, emergency notification, and panic alert systems
  • Knowledge of emergency communications and incident command principles
  • Ability to organize, coordinate, and prioritize multiple projects
  • Strong interpersonal, written, and verbal communication skills
  • Ability to analyze safety data and prepare reports
  • Ability to establish effective working relationships with district personnel, law enforcement, emergency responders, and community agencies
Experience
  • Three (3) years of progressively responsible experience in school safety, emergency management, law enforcement, public safety, military, education administration, or a related field
  • Experience coordinating safety programs preferred
  • Experience conducting training and presentations preferred
Major Responsibilities and Duties
Safety Program Administration
  • Lead in implementing and maintaining the district's comprehensive safety and security program.
  • Coordinate district compliance with Texas Education Code, Texas Administrative Code, TEA requirements, and Texas School Safety Center standards.
  • Monitor changes in school safety laws and regulations and recommend updates to district procedures.
  • Maintain district safety documentation, records, reports, and compliance files.
  • Assist in preparing reports for district administration and the Board of Trustees.
Emergency Management
  • Coordinate implementation and annual review of the District Emergency Operations Plan (EOP).
  • Assist in maintaining and testing the District Continuity of Operations Plan (COOP).
  • Coordinate campus Emergency Operations Plans to ensure consistency with district procedures.
  • Assist in coordinating district emergency response and recovery efforts.
  • Participate in incident command activities during emergency events.
  • Coordinate district reunification planning and emergency response procedures.
Campus Safety
  • Conduct or coordinate campus safety assessments and security inspections.
  • Assist campuses in identifying and correcting safety deficiencies.
  • Coordinate district safety audits and monitor corrective action plans.
  • Support implementation of district safety standards and best practices.
  • Conduct routine inspections of district security systems and facilities.
Texas School Safety Center Compliance
  • Coordinate district compliance with the Texas School Safety Center Intruder Detection Audit Program.
  • Monitor corrective actions resulting from intruder detection audits.
  • Coordinate submission of required documentation to the Texas School Safety Center and Texas Education Agency.
  • Maintain records supporting district safety compliance.
  • Assist campuses in preparing for safety audits and reviews.
Security Systems
  • Coordinate operation and maintenance of district security systems, including:
    • Electronic access control
    • Video surveillance
    • Visitor management systems
    • Emergency notification systems
    • Panic alert technologies
  • Work collaboratively with Technology Services regarding integrated security technologies.
  • Monitor security system performance and coordinate repairs and upgrades.
Behavioral Threat Assessment
  • Support district implementation of Behavioral Threat Assessment and Safe and Supportive School Program requirements.
  • Assist campus multidisciplinary threat assessment teams with training, documentation, and compliance.
  • Maintain district records related to threat assessment activities as required.
Emergency Preparedness and Training
  • Coordinate district emergency drills in accordance with state requirements.
  • Plan and facilitate tabletop exercises, functional exercises, and safety training for district personnel.
  • Coordinate emergency preparedness training for campus administrators and staff.
  • Maintain records documenting required safety drills and training activities.
  • Assist with orientation for new employees regarding district safety procedures.
Community Partnerships
  • Maintain collaborative working relationships with:
    • Local law enforcement agencies, including district police department
    • Fire departments
    • Emergency Medical Services (EMS)
    • Emergency Management agencies
    • Texas School Safety Center
    • Texas Education Agency
    • Community emergency response partners
  • Participate in local emergency planning meetings and regional safety initiatives.
Communication
  • Communicate district safety procedures and emergency information to administrators and staff.
  • Assist with development of safety communications, guidance documents, and training materials.
  • Respond to requests for safety information and support.
  • Work in collaboration with the communications departmet
Budget and Asset Management
  • Assist with development and administration of departmental budgets.
  • Monitor inventory of district safety and security equipment.
  • Coordinate purchasing of safety supplies and security equipment in accordance with district purchasing procedures.
  • Maintain records of district safety assets.
Other
  • Respond to emergency situations outside normal working hours as required.
  • Perform other duties as assigned

Supervisory Responsibilities
May supervise assigned safety personnel, campus security staff, crossing guards, safety specialists, or other employees as assigned.

Work is performed in office, campus, and outdoor environments with occasional exposure to varying weather conditions, construction areas, emergency response scenes, and other environments requiring appropriate safety precautions.

Performance will be evaluated annually
Terms of Employment
223-day administrative assignment. Salary established by the Board of Trustees according to the Administrative/Professional Pay Plan. Benefits provided according to Board policy.
