Graduate of an accredited Physician Assistant Program and certified by the National Commission on Certification of Physician Assistants (NCCPA), or Nurse Practitioner Program and certified by the American Nurses Credentialing Center or the American Academy of Nurse Practitioners.

Must hold current APP License, an unrestricted DEA registration, and be eligible to work unrestricted.

Required certifications and training:

• BLS for Healthcare Providers (AHA preferred)
• Advanced Cardiac Life Support (AHA preferred)
• Incident Command System training, including completion of the following FEMA independent study courses:
  • IS-100.c Incident Command System
  • IS-200.bICS for Single Resources
  • IS-700.b National Incident Management System
  • IS-800.c National Response Framework
• Proof of course completion for each course above required for consideration.

A minimum of 4,000 hours (approximately two years) of Nurse Practitioner or Physician Assistant experience in a family practice or a moderate-volume (>10,000 visits per year) emergency department setting.

Prior RN experience preferred when practicing as a Nurse Practitioner.

Experience with pediatric and adult populations—including completing physical assessments—is required.

Bilingual Spanish and English communication skills are preferred.

National EMR hires hard‑working individuals to serve impacted communities and first responders on an “as needed” basis as reservist employees. Reservists are part of an elite, all‑hazards response cadre available for intermittent work, must deploy within 24‑48 hours, and will be paid for actual hours worked. This is not a full‑time position; deployments and hours vary by mission. Pay scales are based on classification and contract.

• Understand National EMR and DFPS protocols for illness, injury, medication administration and emergency situations.
• Communicate with clinic staff, command staff, and physicians.
• Establish health care plans for the service population using best practice guidelines.
• Complete accurate documentation per agency policies, contract, and regulatory requirements.
• Review, write, and update medical protocols and procedures with chain of command.
• Meet all pre‑determined deadlines required by the program and federal partners.
• Adhere to National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
• Maintain readiness to deploy within 6–12 hours of activation; keep availability updated via National EMR’s mobile application.
• Complete agency‑directed training through the learning management system, including JIT training and mission‑specific modules.
• Promote a culture of safety by identifying hazards, reporting concerns, and following established safety protocols.
• Maintain active status within agency platforms and learning systems.
• Assist or supervise workforce conducting disaster preparedness, response, and recovery initiatives.
• Be receptive and flexible to serve in any position when responding to critical circumstances.
• Solve day‑to‑day operational issues and meet short‑term performance goals.
• Support survivors and communities during disasters by being readily available.
• Perform other duties as assigned.

• Practice medicine within the scope of license, training, and credentialing.
• Practice medicine in accordance with current standards of care.
• Maintain all federal and state regulatory guidelines and standards applicable to this position.
• See patients in the shelter medical unit—a broad‑spectrum office serving all pediatric and adult ages and conditions—on a permanent basis.
• Assess, plan, implement, and evaluate individual patient care appropriate to the age and developmental stage of patients.
• Conduct medical examinations and immunizations per contract guidelines.
• Communicate appropriately with the person served.
• Complete charting and required paperwork in a timely manner per guidelines.
• Participate in the development/review of office policies and support the RN manager in related duties.
• Provide National EMR support as needed when on call or during office hours.
• Promote a safety‑conscious workplace and maintain good housekeeping practices.
• Abide by all appropriate policies and procedures, emphasizing strict adherence to ethical codes.
• Maintain situational and operational awareness of weather events, disasters, or potential disasters in the area of operation and worldwide.
• Perform other duties as required or assigned.

• Maintain deployable status and physical/mental readiness to work in emergency environments on short notice.
• Adhere to high standards of professional integrity and comply with all applicable federal, state, and local laws and workplace expectations.
• Provide proof of valid driver’s license and good‑standing driving record.
• Pass background check and drug screening (pre‑deployment or random).
• Demonstrate collaboration, sensitivity to diverse cultural and socioeconomic needs, independent operation with limited supervision, and strong communication skills.
• Use Microsoft Office and relevant communication tools (radio, satellite phone, mobile apps).
• Perform physical activities such as extensive walking, stretching, bending, and occasional lifting (up to 50 lbs).
• Maintain physical endurance and focus during extended operations (12‑hour shifts).
• Be available for on‑call duty and flexible hours, including nights, weekends, and holidays.
• Maintain current licenses and certificates required for the position, including good standing as an Advanced Practice Provider in the state of practice or at least in another state if operations are on federal property or involve disaster licensing.
• Provide proof of work eligibility status upon request.
• Maintain up‑to‑date immunizations and health screening: MMR, Varicella, Hepatitis B, Hepatitis A, Tetanus, TB screen in past 12 months (PPD/IGRA or chest X‑ray), Meningococcal (preferred), and Influenza during the annual season.
• Work effectively within a team environment (English).
