Job description

The Program Administrator, Federal Section 5310 manages the administration, implementation, and oversight of the Federal Transit Administration (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310). This position is responsible for overseeing the full lifecycle of grant-funded projects, ensuring compliance with federal, state, and local requirements, and supporting the equitable distribution and stewardship of program funds. The role serves as the primary liaison to subrecipients, providing technical assistance, monitoring performance and compliance, and fostering partnerships that enhance mobility, accessibility, and transportation opportunities for seniors and individuals with disabilities throughout the region.

Job Responsibilities

Administers the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program in accordance with FTA Circular 9070.1H, federal regulations, and agency policies.
Develops, updates, and maintains program policies, procedures, guidance documents, and related program materials.
Conducts risk assessments, site visits, desk reviews, and compliance monitoring activities to evaluate subrecipient performance and adherence to program requirements.
Prepares, maintains, and organizes documentation required for audits, triennial reviews, federal oversight activities, and compliance reporting.
Tracks project milestones, performance measures, compliance activities, and reporting deadlines to ensure timely project delivery and program accountability.
Serves as the primary liaison for Section 5310 subrecipients, providing technical assistance, training, guidance, and ongoing program support.
Reviews and approves reimbursement requests, invoices, and supporting documentation to ensure compliance with grant requirements and funding eligibility.
