Job description

ASRC Federal Facilities Logistics is seeking a Federal Human Resources Specialist to support a federal customer by managing the full talent acquisition lifecycle. This role is ideal for an HR professional with strong knowledge of federal staffing regulations, OPM hiring authorities, and merit-based recruitment processes.

Work Location: Washington DC

Clearance:  Must be able to obtain and maintain a Secret clearance in a timely manner. Active security clearance preferred.

Key Responsibilities
  • Develop and post federal job announcements using Delegated Examining Unit (DEU) and Merit Promotion (MP) procedures through USA Staffing and USAJOBS.
  • Conduct job analyses, applicant assessments, and adjudicate candidate eligibility and qualifications.
  • Apply Veterans' Preference and ensure compliance with OPM regulations and merit system principles.
  • Advise hiring managers on federal hiring flexibilities and special hiring authorities, including Direct Hire Authority (DHA), Veterans Recruitment Appointment (VRA), Schedule A, and Schedule B.
  • Generate hiring certificates, process personnel actions, and monitor recruitment timelines.
  • Utilize extensive Delegated Examining (DEU) experience to recruit for specialized law enforcement positions.
  • Partner with hiring managers and stakeholders throughout the federal hiring process.
Minimum Qualifications
  • High school diploma or equivalent with 5+ years of related HR experience OR
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field with 1+ year of related experience.
  • Experience using USA Staffing, USAJOBS, and OPM assessment tools.
  • Strong knowledge of Delegated Examining (DE) procedures and Schedule B Hiring Authority.
  • Experience conducting job analyses, qualification reviews, and applicant eligibility determinations.
  • Ability to advise hiring managers on federal staffing regulations, workforce flexibilities, and special hiring authorities.
  • Federal government HR experience is required.
Additional Requirements
  • U.S. Citizenship required.
  • Active security clearance preferred.
  • Must be able to obtain and maintain a Secret security clearance within the required timeframe.
