Project Manager - Facilities Services Manager I (FSM I)

Hybrid Position | Puerto Rico

We are seeking a highly organized, results-driven Facilities Services Manager I (FSM I) to oversee federal service contracts and support the successful execution of projects for U.S. Government agencies.


Position Summary

The Facilities Services Manager I (FSM I) is responsible for managing the day-to-day administration, execution, and performance of assigned federal contracts. This position serves as the primary liaison between GENCO, federal clients, field operations, subcontractors, and company leadership to ensure projects are delivered safely, on time, within budget, and in full compliance with contractual requirements.

This is a hybrid position that requires both office and field presence, as well as occasional travel to project sites throughout Puerto Rico.


Essential Responsibilities
  • Manage all administrative and operational aspects of assigned federal service contracts.
  • Maintain effective communication with federal clients and contracting representatives.
  • Prepare and present project status reports to senior management and company executives.
  • Maintain all project documentation, records, and contract files current and organized.
  • Ensure all administrative and operational deliverables are completed within established deadlines.
  • Develop, manage, monitor, and update project budgets.
  • Perform monthly budget and expense analyses to identify variances and implement corrective actions.
  • Partner with Field Operations Managers to supervise Site Supervisors and field personnel.
  • Monitor contract performance to ensure compliance with scope, quality standards, schedules, and contractual requirements.
  • Implement and enforce quality control plans and continuous improvement initiatives.
  • Ensure compliance with all company safety policies, OSHA regulations, and client-specific safety requirements.
  • Coordinate and manage subcontractors, vendors, and suppliers.
  • Monitor labor, equipment, and material utilization to maximize operational efficiency.
  • Develop strategies to improve productivity, operational performance, and project profitability.
  • Track key operational metrics and recommend corrective actions when necessary.
  • Build and maintain positive working relationships with field personnel and project stakeholders.
  • Ensure compliance with all applicable federal, state, and local labor laws and regulations.
  • Develop and implement operational tools, procedures, and best practices to improve project execution.
  • Provide mentoring and administrative support to Federal Services Manager II personnel as part of their professional development.

Minimum QualificationsEducation
  • Bachelor's Degree in:
    • Engineering
    • Construction Management
    • Business Administration
    • Industrial Management
    • Project Management
    • Or a closely related field.

Experience
  • Minimum of three (3) years of experience as a Project Manager
  • Experience managing multiple simultaneous projects.
  • Experience managing subcontractors and multidisciplinary teams.
  • Experience with project budgeting, forecasting, scheduling, and contract administration.
  • Experience interpreting Statements of Work (SOW), Performance Work Statements (PWS), and federal contract requirements.

Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • OSHA 30-Hour Certification.
  • Experience with federal procurement regulations (FAR).
  • Experience working under Service Contract Act (SCA), Davis-Bacon Act, or other federal labor compliance requirements.
  • Preferred experience working with U.S. Federal Government agencies such as, but not limited to:
    • Department of Defense (DoD)
    • U.S. Navy
    • Army Corps of Engineers (USACE)
    • General Services Administration (GSA)
    • Department of Homeland Security (DHS)
    • Customs and Border Protection (CBP)
    • U.S. Coast Guard (USCG)
    • National Oceanic and Atmospheric Administration (NOAA)
    • National Park Service (NPS)
    • Other Federal agencies.
  • Experience using project management and ERP software such as Procore, Microsoft Project, or similar platforms.

  • Excellent written and verbal communication skills in both English and Spanish.
