Job description

ROLE: IT PROGRAM MANAGER

The Program Manager serves as the senior point of contact responsible for the overall management, direction, and coordination of all contract support activities for the USASMDC IT/IM CIMS IV program. This role ensures effective performance across all task requirements, manages technical and administrative operations, oversees personnel, budgets, and deliverables, and acts as the primary liaison with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and Alternate CORs (ACORs). The Program Manager is accountable for quality control, compliance, and the achievement of contract objectives, and must demonstrate leadership in IT operations, project management, and federal contracting environments.


QUALIFICATIONS:

  • Minimum SECRET clearance; must be eligible for TOP SECRET (TS) and SCI
  • PMP certification –OR- equivalent experience (8+YoEprogressive PM experience)
  • 8+YoEExperience managing multi-functional teams and complex federal contracts
  • Bachelor’s degree required; Master’s degree preferred
  • Strong knowledge of DoW IT policies, regulations, and standards
  • Availability to support all U.S. &and potentially OCONUS) time zones within a response time of two hours via phone, Teams or in-person
  • Availability for onsite visits to Colorado Springs, CO and/or Huntsville, AL if/when needed

REQUIRED SKILLS & TOOLS:

  • Army/Space & Missile Defense Command experience desired
  • Extensive background in IT operations, including program management, technical oversight, and contract administration
  • Expertise in quality control, deliverable management, and performance assessment
  • Familiarity with IT systems, helpdesk operations, cybersecurity, network administration, and information management
  • Ability to interface with government stakeholders, provide technical guidance, and resolve issues
  • Excellent communication, leadership, and organizational skills

RESPONSIBILITIES:

  • Provide overall management of technical requirements, projects, personnel, planning, quality control, direction, coordination, deliverable submissions, and reviews
  • Act as the single point of contact for the KO and COR on contract performance, issues, and deliverables
  • Ensure compliance with all contract terms, Army and DoD regulations, and USASMDC policies
  • Oversee staffing, schedules, sustainment, and resource management across all task requirements
  • Maintain accountability for contract personnel, including key staff and mission essential personnel
  • Lead quality control and performance assessment efforts
  • Coordinate with government representatives for technical direction, project management, and issue resolution
  • Ensure all employeesdesignatedas mission essential personnel are qualified and capable of performing assigned work activities
  • Provide timely notification and justification for any changes to key staff personnel
