JMT is seeking a highly motivated individual to lead our Bridge Inspection work across Central and Eastern PA. The position can be based in JMT's York, Camp Hill, Allentown, Fort Washington, or Philadelphia, PA offices.
Position Summary: The primary role for this individual is to execute and manage JMT's Central and Eastern PA bridge inspection work. The candidate will be responsible for the overall vision, business development, staff management, and financial success of our bridge inspection team located in various offices in central and eastern PA. This person will be responsible for managing and mentoring the technical inspection staff, including coordinating staff assignments with the Service Line Leader, Structure team across PA, and other bridge inspection staff throughout JMT's footprint. The selected candidate will work closely with our various Pennsylvania Region Structure groups while managing, developing, fostering existing, and developing new market opportunities throughout Pennsylvania with a focus on PennDOT Districts, Central Office, and the Pennsylvania Turnpike Commission. The successful candidate will be expected to coordinate development of teaming relationships and author and developstatements of interest, technical and fee proposals, and presentations. In addition, the successful candidate will be responsible for coordination with clients, subconsultants, other government and regulatory agencies, and internal JMT staff.Finally, the candidate will serve as Bridge Inspection Team Leader as required on proposed assignments.

Essential Functions and Responsibilities
  • Grow existing and new market presence in area through marketing and business development

  • Manage financial budget for department and allocate resources accordingly

  • Manage utilization of staff

  • Lead and contribute to the production of proposals

  • Coordinate and serve as a resource to technical staff

  • Establish resource staffing needs

  • Interview and hire staff for the section

  • Conduct performance reviews for staff

  • Coordinate work-sharing within region and between regions

  • Serve as Team Leader in performing in-service bridge safety inspections

  • Develop, review, and manage the production of bridge safety inspection reports

  • Understand requirements of all skill and safety-based certifications and track compliance for field staff to ensure team members have adequate training as required

  • Attend Bridge Inspection Service Line Meetings to discuss workload, staffing, hiring and worksharing.

Required Skills

Required Experience
  • Bachelor's degree in civil engineering or a related field from an accredited program

  • Professional Engineer License in Pennsylvania

  • 10+ years of progressive experience in Bridge Inspection

  • Experience working with PennDOT (Multiple Districts preferred)

  • Experience working with PennDOT Central Office and PTC

  • Experience with BMS2, BMS3, PennDOT Bar7

  • Preferred Experience

Working Conditions
Work is performed in the office (50% of the time) and in the field (50% of the time).
Field work will be conducted outside in heat/cold, wet/humid, and dry/arid conditions and on uneven terrain or surfaces. Candidate must have the ability to perform inspections while bending, kneeling, or standing, and lift or carry objects weighing up to 50 pounds as needed. Work will require the operation of access equipment and performing inspections at heights requiring fall protection.
Office work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
