Job description

Koniag Operations Services LLC, a Koniag Government Services company, is seeking a Facility Manager with a Secret security clearance to support KOS and our government customer in Annapolis, MD. This position is for a Future New Business Opportunity.

Koniag Operations Services, LLC is seeking a qualified On-Site Program and Facilities Manager to oversee facilities operations at a government facility. This key personnel position requires expertise in facilities management, contract administration, and operational oversight to ensure all facilities-related requirements are met efficiently and effectively. The successful candidate will be responsible for managing personnel, coordinating maintenance activities, and serving as the primary point of contact for facility-related matters.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The On-Site Program and Facilities Manager will be responsible for the performance of work and managing the total work effort associated with required facilities services. This position requires planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality control. Core responsibilities include:
  • Manage and control all contract performance and supervise all personnel assigned to the contract
  • Perform weekly internal walkthrough inspections of the entire facility to identify deficiencies
  • Input, coordinate, track, and close out service calls for corrective action
  • Provide monthly service call reports and weekly status reports of all service calls/work orders to the COR
  • Coordinate with the Government regarding any known utility outages that may affect facility operations
  • Provide coordination and escort for any uncleared individuals performing maintenance or repairs within the building
  • Oversee all maintenance and repairs within the building
  • Ensure proper contract administration, including management of personnel requirements and employee appearance/uniform standards
  • Ensure contract employees wear appropriate uniforms and personal protective equipment as required
  • Be available on-site during normal duty hours with an alternate available in case of absence
  • Remain reachable by cell phone and email after normal duty hours
  • Be able to arrive on-site within two (2) hours of recall, 24 hours a day, seven (7) days a week

Education and Experience:
Required (one of the following combinations):
  • Industry recognized certification in Program/Project Management (PM) or Facility Management AND Bachelor's Degree or higher in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), Operations Management or related fields AND minimum 3 years' experience as a PM and/or FM at a project of similar size and complexity

OR
  • Industry recognized certification in Program/Project Management (PM) or Facility Management AND Ten (10) years' experience as a Program Manager (PM) and/or Facilities Operations Manager (FOM) at a project of similar size and complexity (may substitute for the degree requirement)

Note: A project of similar size and complexity means project and facilities management of a complex that is at least 40,000 square feet (sq. ft.)
Required Skills and Competencies:
  • SECRET-level security clearance (must hold clearance at time of hire)
  • Demonstrated experience with operations in U.S. Government facilities
  • Experience with development, maintenance, and reporting of facility and service metrics
  • Knowledge of contract negotiations, modifications, and other related contractual requirements
  • Strong leadership and management capabilities to supervise diverse facilities staff
  • Excellent organizational skills to coordinate multiple maintenance activities simultaneously
  • Ability to identify facility deficiencies and implement corrective actions
  • Strong communication skills for interacting with government personnel and contractor staff
  • Knowledge of facilities systems including HVAC, electrical, plumbing, and security
  • Understanding of safety protocols and regulatory compliance requirements
  • Ability to manage personnel uniform and appearance requirements
  • Capability to work flexible hours including potential after-hours response to facility emergencies

Desired Skills and Competencies:
  • Advanced degrees or certifications in facilities management or related fields
  • Experience managing security guard personnel and operations
  • Knowledge of government contracting regulations and procedures
  • Experience with computerized maintenance management systems
  • Background in building automation systems
  • Understanding of physical security requirements for government facilities
  • Experience coordinating maintenance in secure facilities with clearance requirements
  • Previous work in military or other government installations
