Job description

The Solutions Architect provides independent architecture oversight for NIH applications, integrations, and microservices. The architect reviews proposed solutions, confirms alignment with established standards, and advises NIH leadership on application strategy.

The architect works with Government personnel, developers, and O&M teams. The architect does not replace the development contractor or direct routine application development.

Primary Responsibilities

  • Review application architectures, technical designs, and proposed enhancements.
  • Evaluate Oracle Application Express solutions and related Oracle technologies.
  • Review application interfaces, APIs, microservices, databases, and data flows.
  • Confirm that technical designs comply with established architecture and development standards.
  • Assess proposed solutions for security, performance, maintainability, usability, and supportability.
  • Review requirements to identify architecture, integration, and implementation risks.
  • Evaluate technical debt, unsupported components, and application dependencies.
  • Conduct design reviews and provide documented recommendations.
  • Review code, configuration, and technical documentation at appropriate delivery points.
  • Confirm that completed applications include sufficient documentation for O&M.
  • Support peer reviews of requirements, designs, test plans, and release materials.
  • Identify opportunities to reuse shared services, components, interfaces, and patterns.
  • Evaluate emerging technologies, commercial products, and alternative technical approaches.
  • Prepare market research and alternatives analyses.
  • Recommend future-state application strategies and investment priorities.
  • Present technical findings and recommendations to NIH leadership.
  • Work collaboratively with delivery contractors while maintaining independent judgment.

Required Qualifications

  • Bachelor's degree in computer science, information systems, engineering, or a related field.
  • At least 10 years of application design, development, integration, or architecture experience.
  • At least five years of experience as a solutions, application, or enterprise architect.
  • Experience designing or reviewing Oracle-based enterprise applications.
  • Experience with Oracle Application Express and Oracle Cloud Infrastructure.
  • Experience with APIs, microservices, system interfaces, and relational databases.
  • Knowledge of secure software development and application security principles.
  • Experience reviewing requirements, solution designs, code, and technical documentation.
  • Experience preparing technical recommendations and alternatives analyses.
  • Ability to work independently and communicate with technical and business stakeholders.
  • Experience supporting enterprise or mission-critical business applications.

Preferred Qualifications

  • Oracle Application Express development or architecture certification.
  • Oracle Cloud Infrastructure certification.
  • Experience with federal financial, acquisition, administrative, or grants systems.
  • Experience applying DevSecOps and continuous integration practices.
  • Knowledge of Section 508 accessibility requirements.
  • Experience supporting application modernization or cloud migration planning.
  • NIH or HHS experience.

Compensation

Salary Range: $160,000 - $180,000 annually (commensurate with experience)
