This role works directly with USTRANSCOM stakeholders, business process owners, SAP functional teams, software developers, and enterprise architects supporting the Joint Transportation Management System (JTMS), the Department of Defense's enterprise SAP S/4HANA platform for transportation, logistics, and supply chain operations. Position Summary
C5T is seeking an SAP Global Trade Services (GTS) Functional Lead to support the Joint Transportation Management System (JTMS), USTRANSCOM's enterprise SAP S/4HANA platform supporting global transportation, logistics, procurement, supply chain, and financial operations. This position serves as the functional lead and subject matter expert for SAP Global Trade Services, responsible for designing, configuring, implementing, and sustaining global trade compliance, export control, and customs management capabilities that support Department of Defense transportation and logistics operations.
The SAP GTS Functional Lead partners with government stakeholders, business process owners, SAP functional consultants, software developers, and enterprise architects to translate business requirements into compliant SAP solutions while ensuring alignment with U.S. and international trade regulations, Department of Defense standards, and SAP best practices. This role provides leadership across solution design, system integration, testing, deployment, and continuous process improvement within an Agile development environment.
Location: Scott Air Force Base, Illinois. Work will primarily take place in government workspaces with limited telework based on mission requirements.
Key Responsibilities
  • Serve as the functional lead and subject matter expert for SAP Global Trade Services (GTS).
  • Design, configure, and support SAP GTS functionality including compliance management, restricted party screening, embargo checks, export control classification, licensing, customs management, and import/export processing.
  • Lead requirements gathering and translate business needs into functional designs, system configurations, and technical specifications.
  • Conduct fit-gap analyses and recommend scalable SAP solutions that align with mission and regulatory requirements.
  • Provide strategic guidance on SAP GTS solution architecture and integration with SAP S/4HANA.
  • Ensure SAP solutions comply with U.S. and international trade regulations, export control requirements, and customs policies.
  • Design processes that support auditability, traceability, regulatory compliance, and internal controls.
  • Identify compliance risks and develop mitigation strategies.
  • Support regulatory audits, compliance reviews, and inspection activities.
  • Lead integration between SAP GTS and SAP Transportation Management (TM), Sales and Distribution (SD), Materials Management (MM), Extended Warehouse Management (EWM), and Finance (FI/CO).
  • Collaborate with cross-functional teams to ensure seamless end-to-end transportation and logistics business processes.
  • Lead Agile development activities including Sprint Planning, Backlog Refinement, Sprint Reviews, and Retrospectives.
  • Partner with Product Owners to prioritize compliance enhancements and business capabilities.
  • Define and oversee unit, system integration, regression, and user acceptance testing strategies.
  • Validate trade compliance processes, screening results, and regulatory documentation.
  • Support software deployments, cutover activities, production stabilization, and post-implementation support.
  • Ensure the accuracy and integrity of trade compliance master data, classifications, licensing information, and partner records.
  • Develop and support compliance reporting, audit documentation, and regulatory reporting requirements.
  • Identify opportunities to improve business processes, system performance, and trade compliance capabilities.
  • Prepare and communicate technical and functional information to stakeholders.
  • Maintain compliance with security, documentation, and program requirements.
Required Qualifications
  • Strong knowledge of SAP Global Trade Services (GTS) configuration and business processes.
  • Experience supporting SAP S/4HANA environments and enterprise integrations.
  • Strong understanding of global trade compliance regulations, export controls, customs management, and import/export processes.
  • Experience leading functional design efforts and translating business requirements into SAP solutions.
  • Experience conducting fit-gap analysis, testing, validation, and deployment activities.
  • Experience working within Agile software development environments.
  • Strong analytical and problem-solving skills.

  • Active Secret security clearance required.

  • Ability to work on-site at Scott Air Force Base, Illinois.
Desired Qualifications
  • Experience supporting Department of Defense or Federal transportation, logistics, or ERP modernization programs.
  • Familiarity with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other U.S. export control regulations.
  • Experience integrating SAP GTS with SAP Transportation Management (TM), Sales and Distribution (SD), Materials Management (MM), Extended Warehouse Management (EWM), and Finance (FI/CO).
