Office of International Collaboration and Export Control:

At UCF, research isn't confined to the lab - it's shaping industries, strengthening communities and fueling the economic growth of Central Florida. The UCF Office of Research is comprised of several units and departments, including the Office of International Collaboration and Export Control (OICEC). OICEC assists UCF researchers with meeting export control compliance requirements and mitigating risks related to inappropriate foreign influence.

The Opportunity:

The Export Control Manager is a pivotal leadership role within UCF's Office of International Collaboration and Export Control (OICEC) sitting at the crossroads of research and compliance at one of the nation's premier R1 universities. In this position, you'll lead a team of export control professionals and serve as a trusted subject matter expert for faculty, researchers, staff, and administrators navigating the complex federal regulations that keep UCF's research enterprise moving forward. From managing day-to-day team operations and overseeing institutional compliance with export control laws and regulations, to providing guidance on foreign engagements and technology transfer, you'll have broad and meaningful impact across the university community.

Responsibilities:

Compliance Review

  • Conducts export assessments of research and non-research related activities under supervision to include participating in research, determining classifications of technologies, providing guidance, and conducting post-approval monitoring. Suggests contractual language modifications to those agreements and analyzes any export control implications.

  • Performs independent advanced regulatory research on issues related to export controls. Works directly with the University community to implement institution-wide export control policies and procedures and provides regulatory and compliance advice related to export control to the University community.

Agreement Review

  • Manages staff conducting export control proposal and agreement reviews. Agreements include, but are not limited to, research agreements, non-disclosure agreements, data use agreements, memoranda of understanding, and material transfer agreements.

Program Administration & Recordkeeping

  • Drafts and implements export compliance protocols on sponsored and non-sponsored program activities. This task includes the identification of export control restrictions, drafting and implementing Technology Control Plans (TCPs), and monitoring implemented TCPs in accordance with the U.S. Export Control Regulations.

  • Consults with the OICEC Director to author and issue guidance to faculty, staff, and students related to export control requirements.

  • Assists with the development of export compliance policies, procedures, and related forms.

  • Develops and provides training concerning export control regulations to the university community.

  • Manages and inputs acquired recordkeeping data into UCF export control databases.

Licensing & OFAC

  • Consults with the OICEC Director to prepare and submit license applications or other UCF requests for exports to federal entities.

  • Assists with OFAC compliance related to country embargoes.

  • Performs miscellaneous job duties as assigned.

Minimum Qualifications:

Bachelor's or Master's degree and 4+ years of relevant experience or an equivalent combination of education and experience pursuant toFla. Stat. 112.219(6).

Preferred Qualifications:

  • 1+ year of supervisory or management experience.

  • Experience in export control-related compliance and related U.S. government regulatory or compliance environments.

  • Experience working within a university, higher education, or similarly complex institutional environment.

  • Experience in preparing licensing applications to the U.S. Departments of Commerce and/or State, including familiarity with federal electronic systems for export licensing and trade transactions (e.g., BIS SNAPR, DDTC DECCS, Customs ACE).

  • Experience with conducting restricted party screenings and an intermediate knowledge of restricted party screening tools such as Visual Compliance or similar tool.

  • Demonstrated ability to develop and present training material to individuals and groups of colleagues and stakeholders.

  • Master's degree in science, engineering, computer science, public policy, law, or similar field.
