Job description
The primary purpose of this position is to serve as a MAJCOM Subject Matter Expert (SME) for Weapons Safety. Implement, execute, and evaluate the Air National Guard (ANG) Explosives and Occupational Safety and Health Programs at locations with ANG assigned personnel. Develop technical support to weapons/explosives command operations worldwide.Qualifications:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of explosives/occupational safety and health requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons/explosives and occupational safety and health program. Providing advise to key management personnel on courses of action affecting facility operation, weapons/explosives handling procedures, explosive operations, work procedures, and human-machine relationships (e.g., identifying, evaluating, and controlling a wide variety of hazards related to the full range of work operations) which affect the safety and efficiency of personnel.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert technical knowledge of established organization weapons/explosives safety standards contained in DESR 6055.09 and DESR 6055.09_AFMAN 91-201; OSHA, DoD and AF occupational safety standards contained in DoDl"s 6055.01, 6055.04, 6055.07, 29 CFR 1903, 1904, 1910, and 1960, AFl"s 91-202, 91-204, 91-207, AFMAN 91-221; military specifications and standards associated with explosives and ground safety requirements; military, domestic, and international transportation regulations for explosives and other hazardous cargo involving certification, packaging, compatibility and handling methods to reduce mishaps. Knowledge of AMMO-47, AF Electrical Explosives Safety requirements and procedures.
2. Extensive expert technical knowledge of basic explosives safety facility construction standards, methods, practices, techniques, materials, and equipment contained in DESR 6055.09 and DESR 6055'.09_AFMAN 91-201 to determine compliance with weapons and explosives safety standards.
3. Expert knowledge to serve as a technical authority and make significant, far reaching decisions or recommendations regarding ANG Safety integration into the AF Inspection System (AFIS) process. Ability to extract, analyze, and formulate corrective action strategies to ensure compliance. Knowledge of the command inspection scheduling process and safety inspection team requirements.
4. Knowledge of mishap investigation requirements contained in AFI 91-204, AFMAN 91-221 and AFMAN 91-224, methods, techniques and accident and mishap investigation, analysis , resolution of safety problems and formal reporting procedures as well as risk assessment methods and techniques for evaluations of weapons/explosives and occupational safety situations at locations other than home station.
5. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
6. Knowledge of standard weapons/explosives and occupational safety training techniques, methods. and materials contained in DESR 6055.09_AFMAN 91-201 and OAF) 91-202 sufficient to develop and present formal training and instructional sessions.
7. Knowledge of engineering drawings and specifications sufficient to identify hazardous conditions in proposed weapons storage facilities and locations.
8. Knowledge in researching, identify problems, develop appropriate solutions, interpret, analyze and apply regulations, policies, and directives pertaining to explosives programs and the air transportation of hazardous materials.
9. Knowledge in planning, organizing work, scheduling personnel, and meeting deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application.
