Job description

Job DescriptionOverview

The Systems OCS/TPS Manager is responsible for leading the delivery, technical oversight, and engineering assurance of critical rail electrification systems packages for Calgary Green Line Project. Acting as the Engineer of Record within the Delivery Partner organization, the position provides leadership across project delivery, systems engineering, design management, systems integration, contractor management, and technical governance for:

  • Overhead Catenary System (OCS).
  • Traction Power Substations (TPS).
  • Supporting Rail Systems Interfaces.

The role serves as the primary technical and project delivery representative for these systems and is accountable for ensuring that engineering designs, construction activities, testing, commissioning, and system acceptance comply with project requirements, applicable standards, safety obligations, and operational requirements.

The successful candidate will have extensive experience delivering major rail, LRT, metro, or transit infrastructure projects in Canada and demonstrated success managing multidisciplinary engineering teams, consultants, and contractors within complex project environments.

Your role

Project Delivery Leadership:

  • Lead the delivery of Systems, OCS, TPS, and supporting rail systems packages throughout the project lifecycle.
  • Manage scope, schedule, budget, quality, safety, and technical performance of assigned contracts.
  • Develop and implement project execution plans and delivery strategies.
  • Support procurement activities including technical evaluations and contractor selection.
  • Ensure project objectives are achieved in accordance with approved baselines.

Engineer of Record Responsibilities:

  • Serve as the Engineer of Record for assigned systems packages.
  • Provide professional engineering oversight and technical accountability.
  • Review, approve, and seal engineering deliverables and design changes as required.
  • Ensure designs meet applicable regulations, standards, codes, and owner requirements.
  • Support engineering reviews, design certifications, and final acceptance processes.
  • Ensure all engineering decisions are appropriately documented and traceable.
  • Coordinate resolution of technical and interface issues across multiple disciplines.

OCS (Overhead Catenary System):

  • Provide technical leadership for OCS design, procurement, installation, testing, and commissioning.
  • Review contractor and consultant engineering deliverables.
  • Ensure compliance with electrical, railway, and safety requirements.
  • Monitor construction progress and technical performance.
  • Support energization planning and operational readiness activities.

TPS (Traction Power Substations):

  • Oversee engineering and delivery of traction power systems and related electrical infrastructure.
  • Review power system studies and technical analyses including:
  • Coordinate with utility providers and stakeholders.
  • Ensure successful integration into rail operations systems.

Design Management:

  • Manage engineering consultants and design contractors.
  • Lead multidisciplinary design reviews and technical workshops.
  • Monitor design progress, deliverables, and design quality.
  • Ensure compliance with project specifications and performance requirements.
  • Resolve technical issues affecting project delivery.

Contract Management:

  • Administer multiple consultant and construction contracts.
  • Review contract performance and technical compliance.
  • Manage change requests, technical queries, and commercial impacts.
  • Support claims avoidance and dispute resolution activities.
  • Coordinate technical approvals and contractual deliverables.

Testing & Commissioning:

  • Support development of testing and commissioning strategies.
  • Review contractor testing plans and procedures.
  • Lead technical readiness reviews.
  • Support system integration testing and trial operations.
  • Ensure all verification and validation requirements are satisfied prior to handover.
About you
  • Bachelor's Degree in Electrical Engineering, Systems Engineering, or related discipline.
  • Electrical Professional Engineer (P.Eng.) registered with APEGA or eligible for registration.
  • PMP (Project Management Professional) preferred.
  • Railway systems or rail electrification certifications considered an asset.
  • Minimum 15 years of engineering and project management experience, and direct experience on LRT, metro, commuter rail, or railway infrastructure projects.
  • Experience serving as Engineer of Record on major infrastructure projects.
  • Experience managing multiple contractor and consultant agreements.
  • Experience within Delivery Partner, Owner's Representative, Program Management Consultant (PMC), Design-Build, Alliance, or P3 environments.
  • Experience through design, construction, testing, commissioning, and project handover phases.
