Position Summary
This is an AT-WILL position for which the attainment of non-probationary status (tenure) is not available.
Grant funded; Continued employment is contingent upon funding.
The Project Director is responsible for the supervision and management of the staff of the Upward Bound Math and Science project, and for the organization, direction, supervision, and coordination of all UBMS project activities including selection of participants, maintenance of participant records, oversight of tutoring component, management of career and financial services, execution of academic and student enrichment activities, college-readiness activities, and financial aid and scholarship preparedness. The Project Director will have full authority for project administration, which includes managing staff, authorizing expenditures and ensuring effective budget management, refining project goals, and evaluating project activities and annual staff and project performance.
The UBMS Project Director is a full-time, 12-month position dedicated 100% to the UBMS project.
Salary: Appropriate placement on Bevill State Community Colleges Local Salary Schedule: C3, Rank: 03 $57,618 - $81,081.
Work Hours: Monday through Thursday, 7:30 a.m. - 5:30 p.m., Friday 7:30 a.m. - 11:30 a.m.

Essential Duties and Responsibilities
- Administer, direct and control the activities of the Project;
- Serve as a liaison between the Associate Dean of Planning, Research & Student Success, the U.S. Department of Education, ACCS Board of Trustees or Alabama Community College System, and other agencies providing services to the college.
- Ensure that policies and procedures are in compliance with all grant and federal regulations as contained in EDGAR, OMB, UBMS regulations and the grant award document.
- Maintain contact with the college Business Office to ensure an efficient system of fiscal control.
- Manage and control the Project's budget and expenditures.
- Maintain a complete record of grant awards, authorizations, fiscal obligations, and annual budgets.
- Ensure that Project objectives are achieved effectively and efficiently and are reported on annually to the U. S. Department of Education.
- Ensure that Project activities address the assessed needs of its participants.
- Ensure that all Project records are confidentially maintained and project activities are adequately documented.
- Assist in selecting, employing, and training Project personnel.
- Supervise and evaluate the activities and performance of Project personnel to ensure that they are performing effectively, efficiently, and in accordance with applicable rules, regulations, and guidelines.
- Coordinate the Project's activities to facilitate maximum utilization of staff and other Project resources to enhance the effectiveness of the Project.
- Conduct effective evaluation procedures to measure the Project's stated objectives against actual compliance and report Project progress and problem areas to the Associate Dean of Planning, Research & Student Success.
14.Prepare and submit applications as required to sustain funding for UBMS activities and events.
- Represent the Project on institutional committees relating directly or indirectly to UBMS participants or to the delivery of supportive services to participants.
- Perform other program-essential duties as needed or as requested by the Associate Dean of Planning, Research & Student Success, to support and facilitate the essential functions of the Upward Bound Math and Science project.

MINIMUM EDUCATION and/or EXPERIENCE
- Aminimum of a master's degree in math, science, or education field, and five (5) years or more experience in an education and/or research setting is required.
- Experience with federal TRIO programs or in the management of federal grants, preferred.
- Experience working with a diverse, academically challenged, or disadvantaged student population; experience in budgeting and performance evaluation; administrative or supervisory experience; demonstrated competency in verbal and written communication skills; and a background similar to the target population are preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
- Excellent oral and written communication skills.
- Proficient computer usage.
- Demonstrated basic math skills essential for budget transactions and outlay.
- Knowledge of administrative procedures.
- Supervisory skills and office management.
- Demonstrated organizational skills used in program management and report writing.
- Possess personality traits needed for effective counseling of adolescents as well as traits needed for effective program teamwork.
- Understanding and ability to comply with all policies of the Alabama Community College System, and the College.

Sick Leave
All regular full-time non-instructional staff earns one day of sick leave which is the equivalent of 8 hours of sick leave per month. Unused sick leave is rolled over to the following year. Upon retirement, employees are allowed to convert unused sick time into service time for the purpose of retirement. Retirement
The TRS was established in 1939 to provide benefits to qualified persons employed by state-supported educational institutions. Responsibility for the management and administration of the TRS is vested in its Board of Control. The Boards of Control elect the Secretary-Treasurer who serves as the Chief Executive Officer of the RSA and is responsible for the day-to-day management of the RSA.
