Job description
The Senior Manager, Risk Financing leads the financial strategy, design, and execution of Cardinal System Holdings' enterprise risk financing programs. The role is accountable for developing a disciplined approach to balancing risk retention, insurance transfer, captive utilization, liquidity, collateral, and capital deployment across the organization.
This leader translates actuarial, claims, exposure, and market data into practical financial decisions that improve total cost of risk, strengthen budget predictability, and protect enterprise value. The role partners closely with Finance, Claims, ERM, the Captive Manager, Legal, operating affiliates, brokers, actuaries, carriers, and reinsurers to ensure risk financing decisions are analytically supported, operationally executable, and aligned with enterprise objectives.
The successful candidate will combine strong insurance and actuarial knowledge with financial acumen, executive communication, program leadership, and the ability to influence complex decisions across a multi-entity organization.
Key ResponsibilitiesRisk Financing Strategy & Program Design- Develop and execute an enterprise risk financing strategy across property, casualty, executive risk, cyber, and other specialty lines, including appropriate use of guaranteed cost, large deductible, self-insured, captive, and alternative risk structures.
- Evaluate the financial and operational trade-offs among risk retention, transfer, mitigation, and avoidance, and recommend options aligned with risk appetite, balance sheet capacity, cash flow, and long-term enterprise value.
- Lead multi-year program design and renewal planning, including attachment points, limits, retentions, deductibles, collateral structures, fronting arrangements, and reinsurance considerations.
- Partner with ERM and operating leaders to connect material enterprise risks and changing exposures to risk financing priorities and insurance purchasing decisions.
- Identify opportunities to consolidate programs, eliminate duplication, improve coverage efficiency, and use enterprise scale more effectively across affiliates.
- Own the enterprise total cost of risk framework, incorporating premiums, retained losses, loss adjustment expenses, collateral costs, brokerage and service fees, risk control investments, and administrative expenses.
- Develop financial models that compare program alternatives and quantify expected, adverse, and severe outcomes under different retention and transfer strategies.
- Assess capital, liquidity, collateral, credit, and covenant implications associated with insurance and self-insurance structures.
- Partner with Finance and Treasury to align risk financing requirements with budgeting, forecasting, cash management, and capital planning processes.
- Establish cost allocation methodologies that are transparent, support accountability, and appropriately distribute program costs across affiliates and business units.
- Lead coordination with actuarial partners on loss projections, funding analyses, reserve reviews, pricing, confidence levels, and program feasibility studies.
- Critically evaluate actuarial assumptions, including loss development, trend, exposure growth, claim frequency and severity, inflation, IBNR, and tail risk.
- Analyze loss triangles, large-loss activity, claim development, and volatility to identify financial implications and inform retention decisions.
- Perform scenario analysis, sensitivity testing, stress testing, and multi-year forecasting to support executive decisions and financial planning.
- Translate technical actuarial findings into clear recommendations for Finance, executive leadership, and governance committees.
- Lead the financial workstream for annual insurance renewals and long-range market strategy in coordination with the ERM & Insurance Manager.
- Define financial renewal objectives, required analytics, decision milestones, and negotiation parameters before market engagement.
- Review exposure submissions, underwriting financial data, loss forecasts, premium models, quotes, and program comparisons for completeness and accuracy.
- Monitor insurance and reinsurance market conditions and recommend purchasing strategies responsive to capacity, pricing, attachment, coverage, and counterparty developments.
- Provide decision-ready analyses of renewal options, including low, expected, and high cost scenarios and the impact of claim activity or market movement.
- Partner with the Captive Manager to evaluate lines of coverage, retained layers, and affiliate risks suitable for captive participation.
- Provide financial analysis supporting captive pricing, funding, capital, dividend, collateral, and reinsurance decisions.
- Ensure captive and commercial program structures operate as an integrated risk financing portfolio rather than separate programs.
- Assess alternative structures such as quota share, aggregate protection, parametric solutions, structured insurance, and multi-year arrangements when appropriate.
- Support feasibility analyses and business cases for program expansion or new risk financing vehicles.
- Develop annual and multi-year insurance, retained loss, captive, and program expense budgets with clearly documented assumptions.
- Produce executive dashboards and governance reporting on total cost of risk, premium changes, retained loss performance, collateral, reserve development, and forecast variance.
- Establish measurable KPIs and thresholds that show whether the risk financing strategy is delivering expected financial and operational outcomes.
- Support accounting, audit, tax, and financial disclosure requirements related to insurance, self-insured liabilities, and reserves.
- Maintain decision records, model documentation, approval materials, and financial controls sufficient for audit and governance review.
- Lead risk management information system data governance for exposure, policy, premium, claims, reserve, allocation, and financial reporting data.
- Define data standards, validation controls, ownership, and reconciliation processes to improve accuracy and confidence in analytics.
- Develop repeatable models, dashboards, templates, and workflows that reduce manual effort and improve decision speed.
- Use trend, benchmarking, and predictive analysis to identify cost drivers and opportunities for loss reduction or program optimization.
- Drive continuous improvement across renewal, budgeting, allocation, collateral, actuarial, and reporting processes.
- Establish clear scopes, deliverables, service standards, and performance expectations for brokers, actuaries, carriers, consultants, and other external partners.
- Lead stewardship reviews and hold partners accountable for quality, responsiveness, accuracy, market advocacy, and measurable value.
- Lead and develop insurance analysts or other assigned team members through clear priorities, coaching, quality review, and professional development.
- Build effective working relationships across Finance, Legal, Claims, ERM, Operations, Procurement, and affiliate leadership.
- Serve as a trusted advisor to senior leadership on the financial implications of risk and insurance decisions.
