Description

We are seeking a highly experienced FAA Consultant with demonstrated headquarters-level expertise in airspace redesign, National Airspace System (NAS) policy development, and NextGen implementation. The ideal candidate will bring a combination of operational air traffic control experience, senior leadership, and strategic advisory capabilities to support complex airspace modernization initiatives.
 

Key Responsibilities:

  • Provide expert technical consulting on airspace redesign projects, including the development, testing, and analysis of current and proposed airspace design changes throughout the NAS
  • Support the development of regulatory policy, rules, standards, and procedures related to navigable airspace
  • Advise senior government officials and agency leadership on airspace management strategies and NextGen initiatives, including Performance Based Navigation (PBN) implementation
  • Serve as a subject matter expert for air traffic control, airspace management, air traffic management, and Air Navigation Service Provider (ANSP) issues
  • Facilitate and coordinate responses to inquiries from Congress and other government entities on airspace-related matters
  • Lead or support cross-functional teams in the definition, development, and migration of customer needs into system and operational requirements
  • Develop and produce required enterprise artifacts, Standard Operating Procedures (SOPs), and strategic planning documents
  • Support the shaping, award, and execution of task orders under the Air Traffic En Route Productivity System (ATEPS) and Professional Support Services (PSS) contract vehicles, including technical input on requirements development, proposal reviews, and performance oversight
  • Apply knowledge of Brand New Air Traffic Controllers (BNATCs) pipeline, training requirements, and workforce development needs to assist in identifying and positioning for future business opportunities in ATC staffing, training support, and related program areas
  • Represent client interests at government-sponsored advisory committees, industry conferences, and international forums such as CANSO and ICAO
  • Evaluate proposed permanent and temporary construction obstructions to the safe and efficient use of navigable airspace
  • Support budget planning and resource allocation for large-scale airspace programs
     

Qualifications

Required Qualifications

  • Minimum 20 years of progressive experience in air traffic control, airspace management, and/or FAA operations
  • Demonstrated FAA Headquarters experience, specifically in an airspace services or airspace redesign capacity
  • Proven experience briefing senior FAA officials, Congressional staffers, and/or White House staff on airspace and NAS-related matters
  • Deep knowledge of NextGen programs, including PBN, ERAM, and NAS modernization initiatives
  • Experience leading cross-functional, multilayered technical teams including subject matter experts, operational staff, and support personnel
  • Working knowledge of ATEPS and PSS contract vehicles, including task order lifecycle management from shaping through execution
  • Familiarity with the BNATCs program, including controller hiring pipelines, Academy training pathways, and FAA workforce planning initiatives, with the ability to translate that knowledge into actionable business development strategies
  • Familiarity with Obstruction Evaluation processes and navigable airspace standards
  • Strong background in strategic planning, priority-setting, and aligning tactical and strategic organizational objectives
  • Graduate of the FAA ATC Academy or equivalent FAA leadership development program preferred
  • Graduate of the Federal Executive Institute or equivalent senior executive leadership program preferred


Preferred Qualifications

  • Experience as a Deputy Director or Senior Director level within FAA Airspace Services or equivalent organization
  • Prior service as an Air Traffic Manager at a major ARTCC facility (e.g., New York ARTCC, Houston ARTCC)
  • Experience managing large budgets, including PC&B budgets in excess of $100 million
  • Familiarity with NAVTAC or similar government contract vehicles
  • Experience with industry relations, business development, and strategic partnerships within the aviation sector
  • Active participation in NextGen Advisory Council working groups or similar advisory bodies
  • Demonstrated ability to leverage BNATCs and ATC workforce knowledge to shape competitive proposals and identify emerging program opportunities


Education

  • Bachelor's degree in Engineering, Aviation, Business, or a related field preferred; significant relevant experience may be considered in lieu of degree
  • Completion of advanced FAA leadership or executive development programs highly desirable

Clearance

  • Ability to obtain and maintain a Public Trust clearance
     

Target salary range: $240,001 - $280,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
