Summary Statement
The Executive Assistant provides\r\nhigh-level, confidential executive and operational support to the Insurance\r\nCommissioner and serves as a key member of the Commissioner's senior management\r\nteam. The position exercises considerable independent judgment, discretion,\r\ninitiative, and accountability in managing sensitive, complex, and\r\ntime-critical matters for the Commissioner and the Delaware Department of\r\nInsurance.\r\nThe incumbent serves as a primary\r\nliaison between the Commissioner and the Governor's Office and Cabinet, General\r\nAssembly, federal and state officials, stakeholders, industry representatives,\r\nmedia, and the public. The position researches and coordinates responses to\r\nconstituent concerns, legislative requests, and other matters requiring\r\nexecutive-level attention and provides recommendations on administrative,\r\noperational, policy, constituent, and communications matters.\r\nThe incumbent manages the\r\nCommissioner's calendar, meetings, hearings, events, speaking engagements,\r\nbriefings, and statewide, national, and international travel, ensuring the\r\nCommissioner is prepared with appropriate agendas, background materials, speeches,\r\ntalking points, and other information. The position also manages correspondence\r\nand communications, coordinates follow-up, and may oversee the workflow of the\r\nCommissioner's Office support staff.\r\nWork is performed with minimal\r\nsupervision. The incumbent anticipates needs, resolves problems, coordinates\r\nactivities, and keeps the Commissioner informed of significant issues, risks,\r\nand emerging concerns while maintaining strict confidentiality and professionalism.\r\nThis position serves at the pleasure of\r\nthe Insurance Commissioner. While generally operating during the State's normal\r\nbusiness hours, rare occasions may require slight variations to the hours of\r\nwork.\r\n
Essential Functions
ESSENTIAL FUNCTIONS\r\nEssential functions are fundamental\r\nduties of the position. This list is not intended to be exhaustive, and\r\nemployees may perform other related duties as assigned.\r\n Provides high-level executive and\r\noperational support to the Insurance Commissioner and serves as a liaison with\r\ngovernment officials, legislators, stakeholders, industry representatives,\r\nmedia, employees, and the public.\r\n Handles inquiries, complaints,\r\nconstituent concerns, legislative requests, and sensitive or high-profile\r\nmatters; research issues, coordinates responses, monitors follow-up, and\r\nescalates matters as appropriate.\r\n Provides guidance and recommendations\r\nto the Commissioner regarding administrative, operational, policy, constituent,\r\nand procedural matters and identifies emerging issues, risks, and potential\r\nproblems.\r\n Researches and analyzes information\r\nfrom multiple sources and prepare executive briefings, reports,\r\nrecommendations, correspondence, presentations, speeches, talking points, and\r\nother materials.\r\n Manages the Commissioner's calendar\r\nand coordinates meetings, conferences, hearings, events, appearances, speaking\r\nengagements, briefings, and travel, including required authorizations and State\r\ncredit card reconciliation.\r\n Screens and prioritizes\r\ncorrespondence, telephone calls, email, and other communications; coordinates\r\nfollow-up and ensures matters are appropriately routed.\r\n Maintains confidential records and\r\ninformation and coordinates the workflow of the Commissioner's Office support\r\nstaff to promote effective office operations.\r\n Prepares and coordinates the\r\nCommissioner's annual financial disclosure and other required executive-level\r\nfilings and documentation.\r\n Assists with Department policies,\r\nprocedures, initiatives, and operational improvements.\r\n Performs other related duties as\r\nrequired.\r\nKNOWLEDGE, SKILLS, AND\r\nABILITIES\r\n Knowledge of the Department of\r\nInsurance, Delaware State Government, and applicable federal and state laws,\r\nrules, regulations, policies, and procedures.\r\n Knowledge of executive office\r\nadministration, constituent services, legislative relations, policy\r\nadministration, and public communications.\r\n Skill in providing high-level\r\nexecutive support and anticipating the needs and priorities of a senior\r\nexecutive.\r\n Skill in researching, analyzing, and\r\nevaluating information and preparing clear, accurate, and professional\r\nexecutive materials.\r\n Skill in managing complex calendars,\r\nmeetings, events, travel, multiple priorities, deadlines, and stakeholders.\r\n Skill in establishing effective\r\nworking relationships with elected officials, government executives,\r\nlegislators, agency leadership, stakeholders, media, employees, and the public.\r\n Ability to exercise independent\r\njudgment, discretion, tact, and diplomacy when handling complex, confidential,\r\nsensitive, or high-pressure matters.\r\n Ability to analyze issues, identify\r\nrisks and solutions, and make appropriate recommendations.\r\n Ability to communicate effectively\r\nand professionally, both verbally and in writing.\r\n Ability to anticipate needs, resolve\r\nproblems, establish priorities, and take appropriate action with limited\r\ndirection.\r\n Ability to maintain strict\r\nconfidentiality and professionalism and use standard computer applications to\r\nprepare and manage executive materials and records.\r\n\r\n
Job Requirements
MINIMUM REQUIREMENTS\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n1. Three years' experience providing administrative, executive, program, or operational support to senior-level management, executives, elected officials, government officials, or other organizational leaders.\r\n2. Two years' experience researching, analyzing, and evaluating information from multiple sources to prepare reports, briefings, recommendations, correspondence, presentations, or other materials supporting management or executive decision-making.\r\n3. Two years' experience providing guidance, consultation, or recommendations regarding administrative, operational, program, policy, or procedural matters.\r\n4. Two years' experience coordinating multiple priorities, projects, meetings, conferences, events, travel, or other complex activities involving competing deadlines and multiple stakeholders.\r\n5. Two years' experience preparing or coordinating professional correspondence, reports, presentations, public communications, briefing materials, or other written materials requiring accuracy, clarity, and discretion.\r\n6. One year of experience handling confidential, sensitive, or high-profile matters and exercising independent judgment and discretion.\r\n7. Three years' experience establishing and maintaining effective working relationships with senior management, government officials, elected officials, stakeholders, external organizations, or the public.\r\n8. One year of experience using standard computer software/applications to create documents, spreadsheets, presentations, reports, correspondence, and manage electronic information and records.\r\n
