DESCRIPTION
Michael Baker International is seeking a dynamic, growth-oriented, and strategic President, Federal & Government Services to lead and expand the firm's federal and government markets business and deliver technical excellence. Reporting directly to the Chief Operating Officer, this Leader will be responsible for setting the strategic vision, driving profitable growth, strengthening key government client relationships, and ensuring operational excellence across federal, defense, civilian, intelligence, and state and local government programs.
The President will lead a geographically dispersed organization of professionals delivering complex engineering, consulting, design, program management, and technology solutions to government clients. This role requires a proven executive leader with deep government contracting expertise, strong relationships across federal agencies, and a demonstrated ability to scale a high-performing business while fostering a culture of innovation, accountability, and client service excellence.
*Location: Nationwide
*HYBRID position: 4 days/week in local MBI office
*Travel: Up to 50%
Strategic Leadership
  • Develop and execute a comprehensive growth strategy for Michael Baker's Federal & Government Services business.
  • Identify and pursue new market opportunities aligned with the company's strategic objectives.
  • Position Michael Baker as a trusted partner to federal, defense, intelligence, and government clients.
  • Drive long-term business planning, investment prioritization, and market expansion initiatives.
  • Advise the Executive Leadership Team on federal market trends, risks, opportunities, and competitive positioning.

Business Development & Client Relationships
  • Lead the pursuit, capture, and execution of major federal and government contracts and programs.
  • Expand existing client relationships and develop new strategic partnerships across government agencies and industry partners.
  • Achieve revenue, profitability, and backlog growth targets.
  • Oversee business development, capture management, proposal operations, and strategic account management functions.
  • Drive successful contract recompetes and new business wins in target growth markets.

Operations & Program Delivery
  • Ensure successful execution of contracts, projects, and programs across the portfolio.
  • Drive operational excellence, project performance, quality, compliance, and client satisfaction.
  • Maintain accountability for financial performance, resource utilization, and risk management.
  • Collaborate with operational leaders to ensure delivery commitments are met while achieving profitability objectives.
  • Promote continuous improvement and innovation in project delivery approaches.

Client & Industry Leadership
  • Serve as the senior executive representative with key government agencies and stakeholders.
  • Build trusted relationships with agency leaders, contracting officers, industry partners, and elected and appointed officials.
  • Represent Michael Baker at industry forums, conferences, and relevant government events.
  • Strengthen the company's reputation and visibility within the federal marketplace.

Talent & Organizational Leadership
  • Lead, develop, and inspire a high-performing leadership team.
  • Foster a culture of accountability, collaboration, inclusion, innovation, and client focus.
  • Drive succession planning, leadership development, and workforce planning initiatives.
  • Champion employee engagement and talent retention strategies.
  • Ensure alignment between business objectives and people strategies.

Governance, Risk & Compliance
  • Ensure compliance with all applicable federal acquisition regulations, contracting requirements, ethics standards, and company policies.
  • Oversee risk management strategies related to contract execution, business development, and operational performance.
  • Partner with Legal, Finance, Human Resources, and other corporate functions to support business objectives and mitigate risk.

Qualifications
  • Bachelor's degree in engineering, Business Administration, Public Administration, or a related field.
  • Up to 50% travel; Hybrid- 4 days/week in local MBI office
  • Minimum 15+ years of progressive leadership experience in the federal government contracting, engineering, consulting, or professional services industry.
  • Demonstrated experience leading a large-scale federal or government services organization with significant revenue and operational complexity.
  • Proven track record of driving substantial revenue growth, profitability, and market expansion.
  • Deep understanding of federal acquisition processes, government contracting regulations, and procurement strategies.
  • Experience leading large, complex programs and contract portfolios.
  • Strong executive presence with exceptional communication, influencing, and relationship management skills.
  • Ability to obtain and maintain appropriate government security clearances, as required.
  • Professional Engineer (PE) license or other relevant professional credentials preferred.
  • Experience working with infrastructure, defense, national security, environmental, transportation, technology, or mission-support services.
  • Established relationships across key federal agencies and government stakeholders.

COMPENSATION
The approximate base compensation range for this position is $400K-$500K and is also bonus eligible. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
