Job description

Position overviewInfo Gain Consulting (IGC) is seeking a Program Assessment and Data Analyst to lead performance measurement, data analytics, and evidence-based reporting across OSINT capability support and shared program functions for a federal law-enforcement and intelligence customer. You will develop key performance indicators (KPIs) and evaluation criteria, analyze Government-authorized qualitative and quantitative data, and prepare license-utilization and quarterly performance reporting.
This program-assessment and data-analytics role emphasizes evidence traceability: documenting provenance, assumptions, limitations, and methods so conclusions can be defended, and turning imperfect, multi-source data into clear findings for working-level and executive audiences. The Analyst supports but does not make operational, intelligence, license-administration, capability-retirement, acquisition, or transition decisions.Key responsibilities
  • Define performance measures, KPIs, baselines, targets, evaluation criteria, and collection methods for Government review.
  • Collect, clean, validate, reconcile, and analyze Government-authorized qualitative and quantitative data from multiple sources.
  • Assess OSINT capability usage, effectiveness, workflow impact, and mission impact using documented methods.
  • Analyze Government-provided license, user, and utilization data to identify trends, usage patterns, and candidate inactive accounts.
  • Co-develop the monthly License Utilization Report and provide data-backed recommendations and escalation inputs.
  • Prepare the Quarterly Program Performance Report and validate the integrity of KPI trends and findings.
  • Develop dashboards, charts, tables, and briefings that communicate complex findings to technical and executive audiences.
  • Document data provenance, definitions, limitations, transformations, calculations, and assumptions to maintain traceability.
  • Maintain assessment files linking approved criteria, data sources, analyses, findings, and version history.
  • Perform independent quality checks on recurring metrics and escalate anomalies, inconsistencies, or unsupported conclusions.
Required qualifications
  • Bachelor’s degree in data analytics, statistics, operations research, economics, social science, business analytics, information systems, public policy, intelligence studies, or a related field; four additional years of directly relevant experience may substitute for the degree.
  • At least 5 years in performance measurement, data analysis, program evaluation, operational analysis, or business intelligence.
  • Demonstrated ability to define KPIs and evaluation criteria and analyze both quantitative and qualitative evidence.
  • Experience cleaning, validating, reconciling, and interpreting data from multiple sources with imperfect information.
  • Advanced proficiency with Microsoft Excel and experience creating clear charts, tables, dashboards, and written summaries.
  • Demonstrated ability to document data provenance, assumptions, limitations, and calculation methods.
  • Strong analytical writing and briefing skills, including distinguishing evidence, inference, limitation, and recommendation.
  • Working proficiency with Microsoft Word, PowerPoint, Teams, SharePoint, and approved data-analysis or visualization tools.
Preferred qualifications
  • Experience supporting DHS, law-enforcement, intelligence, defense, public-safety, or another high-consequence mission environment.
  • Experience analyzing SaaS, commercial-data, license-utilization, user-adoption, workflow, or mission-effectiveness data.
  • Experience with Power BI, Tableau, SQL, Python, R, or comparable analytical tools in addition to Excel.
  • Experience designing surveys, interview protocols, observation instruments, or mixed-method program evaluations.
  • Familiarity with test-and-evaluation, operational suitability, intelligence tradecraft, or capability lifecycle decisions.
Work arrangementThis position reports to the Deputy Program Manager. On-site performance depends on completion of applicable Government suitability, credentialing, workstation, facility, and access requirements. Work arrangements remain subject to Government direction and final contract requirements.Security and access requirementsThis position requires successful completion of applicable background investigation, suitability, fingerprinting, credentialing, training, nondisclosure, and access requirements. The employee must be able to obtain and maintain any required Personal Identity Verification (PIV) credential and associated facility, system, and information access; comply with secure-facility restrictions; and properly safeguard Controlled Unclassified Information, personally identifiable information, sensitive personally identifiable information, and other protected information.
