Job description

Job Purpose
The Program Manager is responsible for overseeing the daily operations, personnel management, and overall performance of an administrative support services program supporting a federal environment. This position serves as the primary point of contact for contract management and is responsible for ensuring all operational, records management, administrative, facilities, and customer support functions are executed efficiently and in compliance with contractual requirements.
The Program Manager will provide leadership and oversight for a multi-functional team supporting records and information management, FOIA support activities, receptionist services, conference and training center operations, mail and file management, facilities coordination, and general administrative support services.
Responsibilities:
  • Provide overall leadership, direction, and management of program operations and contractor personnel.
  • Serve as the primary liaison between contractor personnel and government leadership regarding all contract-related matters.
  • Oversee staffing, scheduling, quality assurance, and performance management for all assigned personnel.
  • Ensure compliance with contractual requirements, operational procedures, security standards, and records management policies.
  • Develop, implement, and maintain quality control processes to ensure timely and accurate delivery of services and deliverables.
  • Manage administrative operations related to records management, information management systems, FOIA support, mail distribution, reception services, conference room operations, and facilities coordination.
  • Monitor workflow efficiency and implement process improvements to enhance operational effectiveness.
  • Develop project plans, schedules, milestone tracking, and operational reporting.
  • Prepare and deliver weekly status reports, annual calendars, process documentation, and other required deliverables.
  • Support onboarding and offboarding activities, including records management compliance and operational coordination.
  • Coordinate with internal stakeholders, subcontractors, and support vendors to ensure seamless program execution.
  • Oversee troubleshooting and coordination of conference room and audio-visual support activities during meetings, events, and training sessions.
  • Ensure contractor personnel maintain high standards of professionalism, customer service, and responsiveness in a fast-paced environment.
  • Monitor contract risks, staffing challenges, operational issues, and compliance matters, and implement corrective actions as necessary.
  • Maintain awareness of federal records management requirements and administrative best practices.

Requirements:
  • Bachelor's degree in Business Administration, Management, Information Management, or a related field required.
  • Minimum of fifteen (15) years of relevant professional experience in program management, administrative operations, or federal support services.
  • Demonstrated leadership and supervisory experience managing multi-functional administrative support teams.
  • Experience overseeing quality assurance and quality control programs.
  • Strong analytical, organizational, and problem-solving skills.
  • Experience with project planning, scheduling, budgeting, reporting, and operational oversight.
  • Experience supporting records management, office administration, facilities coordination, procurement support, or related administrative functions.
  • Experience analyzing and improving business processes and operational workflows.
  • Strong written, verbal, and interpersonal communication skills.
  • Proficiency with Microsoft Office Suite and other project management, reporting, and information management tools.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
  • Experience using data and reporting metrics to evaluate operational performance and improve outcomes.
  • Ability to obtain and maintain a Secret security clearance.
  • Must have an active Secret Clearance
Preferred Qualifications
  • Prior experience supporting federal government contracts or administrative support service programs.
  • Experience supporting records management or information management initiatives.
  • Experience coordinating conference room operations, facilities support, or audio-visual services.
  • Familiarity with FOIA support processes and records retention requirements.
  • PMP certification or other relevant management certification preferred.
