Project Summary:
The EAP Monitoring, Evaluation, and Learning (MEL) Platform supports the U.S. Department of State's Bureau of East Asian and Pacific Affairs (EAP), Office of Regional Assistance and Security Program (RASP), and other Department bureaus, embassies, consulates, field offices, and EAP operating units that manage or oversee foreign assistance programs. The task order provides demand-driven MEL, project design, strategic planning, performance monitoring, evaluation, data management, learning, training, third-party monitoring, infrastructure monitoring, and surge technical assistance across Washington, DC and the East Asia and Pacific region. The platform is designed to strengthen evidence-based decision-making, align programming with DOS priorities and 18 FAM 301.4 requirements, and deliver timely, high-quality services through close coordination with the COR, EAP program offices, Activity Managers, posts, and technical teams.
Position Summary:
The Operations Manager supports the Project Director in the day-to-day management and operational execution of the task order. The Operations Manager oversees staffing, recruitment, consultant and subcontractor coordination, travel and logistics, security compliance, work planning, deliverable tracking, and administrative support functions across all task order activities. The position serves as the operational hub for coordinating personnel, resources, and project systems to ensure timely, efficient, and compliant delivery of services throughout the contract period.
This position is contingent upon award.
General Duties and Responsibilities:
• Oversee the day-to-day operational management, ensuring effective coordination of staffing, resources, schedules, reporting requirements, and administrative processes.
• Lead recruitment, onboarding, deployment, and management of technical experts, consultants, enumerators, third-party monitors, surge personnel, and embedded staff supporting task order activities.
• Coordinate international and domestic travel, workshops, field activities, assessments, evaluations, and other task order events, ensuring compliance with Department of State security and travel requirements.
• Manage operational coordination with subcontractors, regional partners, and field teams, including support for third-party monitoring activities and regional operations as required.
• Maintain task order management systems for deliverable tracking, action item monitoring, staffing plans, work planning, reporting schedules, and risk management.
• Support compliance with contractual, security, quality assurance, and administrative requirements, including security plans, personnel documentation, and operational reporting.
Requirements
Minimum Education and Experience
• Master's degree in business administration, international development, public administration, project management, international affairs, or a related field.
• Minimum seven years of progressively responsible experience supporting U.S. Government contracts, international development programs, foreign assistance activities, or complex multi-country projects.
• Demonstrated experience coordinating staffing, logistics, operations, travel, and administrative functions for large projects or contracts.
• Experience supporting Department of State, USAID, DoD, or other federal programs. Department of State experience preferred.
• Experience supporting activities in international or field-based operating environments preferred.
Required Skills and Competencies:
• Strong project operations, staffing, and organizational management skills.
• Experience managing simultaneous activities, competing priorities, and rapid-response tasking in a fast-paced environment.
• Demonstrated experience coordinating consultants, subcontractors, and dispersed technical teams.
• Strong understanding of U.S. Government contract administration, reporting requirements, and compliance procedures.
• Excellent organizational, communication, and problem-solving skills.
• Proficiency with project management, scheduling, collaboration, and reporting tools.
Required Security Clearance:
Active Secret-level clearance required.
Location and Travel: Washington, DC; international travel as required.
