Job description

Program Manager - FUSION Program (TS/SCI)
National Ground Intelligence Center (NGIC) - Charlottesville, VA Full-Time, On-Site | Contingent Upon Award**
Leidos is seeking an experienced Program Manager to lead the FUSION program in support of the National Ground Intelligence Center (NGIC) Forces Directorate. This senior leader will serve as the primary contractor representative to Government leadership and oversee all aspects of cost, schedule, performance, staffing, quality, security, and mission execution across a complex, multidisciplinary intelligence enterprise. The Program Manager will also drive responsible integration of secure artificial intelligence, including generative AI and advanced analytics, into program operations and intelligence-support workflows.
Key Responsibilities
  • Lead overall execution of the FUSION task order, ensuring mission success across CONUS and OCONUS support areas.
  • Serve as the primary liaison to NGIC leadership, maintaining trusted communication and responsive engagement.
  • Manage cost, schedule, performance, staffing, quality, security, and deliverables in accordance with contract requirements.
  • Direct a geographically dispersed workforce, ensuring continuity of operations, staffing backfill, onboarding, and transition activities.
  • Guide responsible adoption of AI-enabled tools, ensuring compliance with security, classification, privacy, and analytic tradecraft standards.
  • Oversee PMO operations, supervise contractor personnel, and maintain formal risk management and lessons-learned programs.
  • Coordinate closely with the KO, COR, Government PM, branch chiefs, and mission leads.
  • Remain available during NGIC core hours and respond rapidly during mission-critical events.

Basic Qualifications
  • Current Top Secret clearance with SCI eligibility at time of hire.
  • Full-time, on-site availability at NGIC (Charlottesville, VA) beginning Day 1.
  • Ability to meet all security, intelligence oversight, and training requirements.
  • Master's degree in business, program management, intelligence, national security, or related field.
  • 20+ years of progressively responsible experience supporting DoD, IC, or national security missions.
  • 8+ years leading large, complex programs, contracts, or intelligence operations.
  • Demonstrated experience managing multidisciplinary teams, subcontractors, cost, schedule, performance, staffing, risk, and quality.
  • Experience leading transition-in/out, staffing, and continuity for large cleared workforces.
  • Working knowledge or training in AI-enabled analytics, generative AI, or digital modernization in classified environments.
  • Current PMP certification.

Preferred Qualifications
  • IFPC or other recognized IC professional certification.
  • Experience supporting NGIC, INSCOM, DIA, Army G-2, or other Defense Intelligence Enterprise organizations.
  • Experience managing SIA 3 or comparable intelligence-analysis task orders.
  • Background integrating GMI, I2, S&TI, GEOINT, SIGINT, OSINT, data science, or wargaming into mission operations.
  • Experience overseeing OCONUS deployments or rotations.
  • Experience implementing secure generative AI, machine learning, or human-machine teaming capabilities.

Additional Information
This position is contingent upon contract award and requires full-time, on-site support at NGIC. Off-site work is permitted only with Government approval.
