Job Title: Service Center Director

FLSA Status: Full Time - exempt
Reports to: Divisional EDS/SE Director, Divisional Headquarters (DHQ)

Schedule: 40W M-F 8:30AM – 5:00PM M30
Supervises: Case Manager; Interns; Volunteers

Rate of Pay: $70,000 USD Annually

Position Summary
The Durango Service Center Director leads all operations of The Salvation Army’s Service Center in La Plata County, Colorado, providing direct social services to individuals and families in need, managing fiscal oversight and local fundraising efforts, and representing TSA in the broader community. The Director reports to the EDS/SE Director at Divisional Headquarters (DHQ) in Denver, Colorado, and operates with significant autonomy, requiring strong self direction, sound professional judgment, and commitment to the mission of The Salvation Army. The Director directly supervises a Case Manager and provides oversight to interns and volunteers.

Duties and Responsibilities
Center Operations & Administration

• Oversee all daily operations of the Service Center, ensuring that office functions, client assistance, and staff activities run in accordance with TSA Policies & Procedures, Service Extension Guidelines, and directives from the EDS/SE Department at DHQ.
• Operate with a high degree of independence, exercising professional judgment consistent with TSA values, divisional directives, and applicable regulations.
• Supervise, train, and develop all center staff, interns, and volunteers assigned to the center. Approve leave requests, conduct annual performance reviews, ensure HR records and Employee Handbook
  acknowledgments remain current, and manage employee infractions following applicable protocol and Human Resources guidance.
• Assist with recruiting and hiring open positions: support job postings, participate in interviews, and forward proposed applicants to the EDS/SE Department for recommendation to the Command Finance Council (CFC).
  Work with the EDS/SE Director to establish and manage the annual center budget.
• Monitor financials regularly, participate in budget review meetings and required trainings, and submit budget revisions through the appropriate divisional approval process.
• Submit accurate monthly statistical and financial reports to DHQ on a timely basis.
• Process all invoices, vendor payments, and monthly center bills with required documentation, and submit to the DHQ Finance Department in a timely manner.
• Manage all donations per DHQ protocol, including timely deposit and logging of cash gifts, lockbox submissions, and any required documentation for Finance, auditors, and DHQ/THQ.
• Coordinate special events and seasonal campaigns aligned with the center's mission, including holiday programs.
• Identify, pursue, and manage grant funding: write and track grants, maintain compliance with all grantor and TSA grant requirements, attend required grant meetings and workshops, ensure all grant agreements
  name The Salvation Army (a California Corporation) as party, and route applications through the EDS/SE Director for CFC review and DHQ/THQ approval well in advance of deadlines. Provide required reports to
  DHQ and grantors.
• Maintain awareness of social service trends in La Plata County and stay current on TSA services, programs,
  and divisional updates.

Community Relations & Fundraising

• Represent The Salvation Army throughout La Plata County at community, business, and social service organizations, serving as TSA's official spokesperson for the region.
• Cultivate and maintain relationships with local government agencies, nonprofit partners, churches, civic organizations, and individual donors to strengthen the center's community presence and funding base.
• Lead the annual Red Kettle Campaign: recruit and coordinate bell ringers and volunteer organizations, ensure proper kettle pickup, counting, and deposit procedures, and meet budgetary campaign goals. Provide kettle reporting to the EDS/SE Director as directed.
• Pursue earned and donated media coverage for TSA events, programs, and community needs. Actively identify opportunities to increase the center's visibility and public support in La Plata County.
• Participate in community coalitions, local conferences, and interagency meetings that advance the center's mission and expand access to resources for clients.

Advisory Board & Volunteer Oversight

• Establish and maintain an active Service Extension Advisory Board. Attend board meetings, provide current financial and program data, and recruit qualified members who understand TSA's mission and can actively support the center. Submit member applications to the EDS/SE Director for background check and approval.
• Develop strong working relationships with board members, volunteers, interns, and community partners, keeping all informed of the center's activities and aligned with TSA's mission and standards.
• Interview, select, place, and supervise volunteers and interns. Ensure all volunteers understand The Salvation Army's mission, agree to represent TSA appropriately, and complete any required background screening. If community service workers are assigned, coordinate with supervising agencies.

Client Services

• Maintain a comprehensive working knowledge of TSA programs and all social service resources available in La Plata County. Develop strong working relationships with county and state agencies.
• Conduct client interviews, assess eligibility, prepare case files, and obtain required identification and authorization for the verification and release of information. Maintain all client records in an accurate, current, and secure manner.
• Deliver compassionate, consistent, and equitable service. Make assistance decisions in accordance with TSA guidelines and applicable policies, without preconceived assumptions or discrimination.
• When TSA is unable to meet a client's needs, communicate the denial with compassion and, where possible, provide referrals to appropriate local resources.
• Support the integration of faith-based and spiritual care resources into client services where appropriate, connecting individuals to relevant Salvation Army programs and community partners in alignment with the Army's mission, doctrines, and standards.
• When assistance is provided, coordinate with vendors to obtain invoices, W-9s, and supporting documentation. Prepare vouchers and all backup documentation required by auditors, and submit to the DHQ Finance Department for payment.

Emergency Disaster Services (EDS) Ministry

• Serve as the center's primary EDS representative, maintaining current certifications, keeping relevant staff trained, and ensuring the center is prepared to respond to local disasters and community emergencies in coordination with the DHQ EDS/SE Department.
• Maintain working relationships with local emergency management agencies, first responders, and VOAD partners; develop and maintain a local emergency response plan; activate and manage response operations when needed; and report EDS activities and outcomes to the EDS/SE Director and DHQ.

Education/Experience

• Bachelor’s degree in Social Work, Nonprofit Management, Business Administration, or a related field preferred; or a minimum of three years of progressive experience in human services, nonprofit management, or a closely related field.
• Prior supervisory experience required. Experience managing multi function teams — including social services, retail/thrift operations, or disaster services — is preferred.
• Experience with grant writing, budget management, and financial reporting in a nonprofit or public sector context.

Skills

• Strong verbal and written communication skills, including the ability to represent TSA professionally to media, donors, partner agencies, and community stakeholders.
• Proficiency in Microsoft Office applications, standard database tools, and willingness to learn TSA-specific reporting systems.
• Ability to maintain confidentiality and manage sensitive client information in accordance with TSA policy.

Requirements

Driving

• The employee must be 21 years old at a minimum (for insurance provision) and possess a valid instate driver’s license.
• An MVR will be processed every year in accordance with The Salvation Army’s policies.

Background Check

• Continued employment will be contingent upon a biennial (every two years) background check that is processed in accordance with The Salvation Army’s policies.

Physical

• Ability to maneuver, to remain in a stationary position, to grasp, push, pull, and reach overhead, to lift 25 pounds, to access and produce information from the computer, to operate a telephone, to understand written information.
