As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include:
- Design and conducts broad and complex Financial Policy program studies where the boundaries of the studies are extremely broad and difficult to determine in advance.
- Ensure recommendations are consistent with Fiscal Law, regulations, policies and standards issued by the DoW, Defense Finance Accounting Service (DFAS) or other Federal entities.
- Serves as the focal point for coordination of FMS and FMF financial policies within the DoD, the Department of State (DOS), Department of Commerce (DOC), and Office of Management and Budget (0MB) with high level representatives of foreign governments.
- In consultation with the Department of State and the Military Departments, develop new financial policy for critical Department priorities such as the implementation of Executive Orders and SECWAR mandates.
- Support audit remediation efforts by developing corrective action plan and revising policies as necessary.
- Participates in continuing studies to revise, improve, or adjust the DSCA automated information and financial systems.

QualificationsYou may qualify at the
GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives;
- Developing predictive tools and providing results of analyses for the organization;
- Ensuring proper implementation of DoD fiduciary requirements for handling and accounting for U.S. Government funds;
- Planning and conducting analysis in broad areas covering work processes, operational practices and needs that will have a long-range effect on DoD and FMS financial management systems; and
- Designing financial and statistical reports for the organization; Designing revisions to the DSCA information and financial systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
This is a Financial Management Level III Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
