JOB SUMMARY
Recycling Coordinator / Solid Waste Inspector
Plans, manages, and enforces recycling and solid waste programs, including grants administration, public education, and field inspections for compliance.
ESSENTIAL JOB FUNCTIONS
  • Grant Management: Prepare, submit, and report on recycling and solid waste grants to ensure compliance and funding continuity.
  • Program Coordination: Manage daily operations of the Recycling Center and remote collection sites.
  • Public Education: Develop and distribute recycling outreach materials and respond to public inquiries.
  • Contract and Vendor Oversight: Coordinate with recycling contractors to ensure service efficiency and compliance.
  • Data Collection and Reporting: Maintain and analyze recycling and waste collection data for performance tracking and reporting.
  • Staff Scheduling and Oversight: Schedule and supervise part-time employees at the Recycling Center and related facilities.
  • Field Inspections: Conduct solid waste and tall grass ordinance inspections and document findings.
  • Public Relations: Represent the County at community recycling events and regional meetings.
  • Budget Assistance: Assist in budget preparation and expenditure tracking for recycling operations.
  • Compliance Enforcement: Investigate and document solid waste ordinance violations; issue notices as required.
  • Safety and Facility Management: Ensure recycling center operations follow safety and environmental standards.
  • Documentation: Download photos, complete entries in permitting/insepcdtion software, and prepare detailed reports of findings and corrective actions.
  • Public Contact: Respond to inquiries and complaints from citizens, businesses, and developers regarding code interpretation and violations.

The individual in this role is expected to contribute to the team's efforts by completing other related tasks, as may be assigned.

Position Requirements
EDUCATION AND EXPERIENCE - The following are the minimum education and experience required for the position. An equivalent combination of education, training and experience may be considered.
Education
  • HS diploma or GED

Experience
  • 4-5 years previous relevant work experience is required.

Special Experience
  • Education or experience in code enforcement, recycling, teaching or municipal/county work.

  • Must possess a valid State Driver's License.

  • Skill in public outreach, education, and program promotion.
  • Ability to manage logistics and inventory for recycling facilities.
  • Skill in preparing budgets and monitoring grant expenditures.
  • Knowledge of safety practices related to handling recyclable materials.
  • Ability to represent the County at meetings and community events.
  • Strong organizational and time management skills.

EQUIPMENT AND TOOLS commonly associated with the performance of the functions of this job.
Computer, Microsoft 365, permitting/inspection software truck and trailer, pallet jack/hand truck, scale, two?way radio, PPE (gloves, safety glasses, steel?toe boots), office printer/scanner.
WORK ENVIRONMENT or atmospheric conditions commonly associated with the performance of the functions of this job.
  • Split office and field at Recycling Center and remote sites; frequent lifting (up to ~50 lbs), standing, and outdoor/weather exposure; occasional weekend events; driving to sites.
  • Some situations may require early morning and evening hours. Requires some work during irregular work hours and some overtime commitment.
  • May be required to work in high or dangerous places.
  • May regularly be exposed to uncomfortable temperatures, humidity, noise, and/or chemicals/gases.

PHYSICAL ABILITIES - The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • Work requires the ability to sit, stand, walk for extended periods of time.
  • Work requires the ability to complete repetitive wrist, hand, and/or fine motor movement.
  • Work requires the ability to grasp, pull, push, and reach.
  • Work requires the ability to talk, hear, listen, and comprehend.
  • Work requires the ability to drive and/or operate county vehicles.
  • Work requires the ability to climb and balance.
  • Work requires visual acuity of 20 feet or more, visual acuity of 20 inches or less, three dimensional vision, precise hand/eye coordination, the ability to identify and distinguish colors
  • Must be able to lift up to 100 pounds.
  • Work requires the ability to stoop, kneel, crouch, and/or crawl.
