Summary: This position is responsible for developing, analyzing, and coordinating strategic-operational plans, policies, and theater engagement strategies for NGB-J5-J (J55) and the Joint Staff. The location for this work is on site at NGB TARC, Arlington, VA.
Job Description:

  • Provide support to Interorganizational Branch with strategic communications and Congressional Reports, assessments, documents analysis, general research, meeting coordination and support
  • Liaison communications with interagency partners (DHS, FEMS, CISA) and non-governmental partners
  • Provide real-time support to NGB J5-J led or NGB J5-J attended working groups supporting the NG Joint Staff, Army National Guard (ARNG), Air National Guard (ANG), Chief's Action Group, and the Judge Advocate (JA)
  • Facilitate and coordinate working group meetings, draft and distribute meeting invitations to attendees, as determined by the Government, identify and document attendee names, collaborate with Government personnel to develop meeting agendas and timelines for each session
  • Gather topics from all relevant parties, develop and distribute electronic read-ahead materials and briefings prior to each working group meeting
  • Provide meeting minutes in the form of an Executive Summary, summarizing the topics discussed, actions assigned, and ongoing after-action activities
  • Maintain current partner POCs and a database summarizing all meetings and interactions
  • Analyze guidance, documents, senior leader meetings, and working groups relevant to the Joint Strategic Planning System (JSPS)
  • Deliver a written summary report, not to exceed two (2) pages, identifying documented differences between prior and current versions of the analyzed documents and describing their potential operational or planning impacts on the National Guard
  • Collect and compile comments and data from stakeholders (NGB-J5 divisions, NGB Staff, State entities and any other required stakeholders)
  • Utilize a Comment Resolution Matrix (CRM) to track, resolve, and recommend adjudication measures for discrepancies
  • Design and implement surveys or other reporting formats to gather additional input
  • Provide analysis of policy statements, speeches, and publications made by Government officials to assess their impact on the National Guard's interests within the JSPS
  • Analyze policy statements, speeches, and strategic publications made verbally or in writing by Government officials
  • Conduct ongoing research and analysis of strategic documents addressing emergent topics and security challenges produced by the DoD and other relevant government entities
  • Develop an information paper analyzing how updates to these strategic documents or the introduction of new documents impact the National Guard
  • Support the NGB J5-J by scheduling, coordinating, and participating in J5-J related meetings, reviews, and workshops to ensure situational awareness and actionable outcomes
  • Conduct meetings via Microsoft TEAMs or other electronic means
  • Provide support for NGB-J5-J attended events approximately 90 events annually
  • Support ETMS2 tasks per NGB-J5-J
  • Develop required documents including electronic Staff Summary Sheets (eSSS), ETMS2 instructions, and other task-related products
  • Execute ETMS2 actions in accordance with government decisions when government personnel are unable to complete them
  • Create new tasks in ETMS2 as required by the government
  • Provide a monthly status report and trip report for authorized travel
Required Qualifications:
  • Joint Planners Course or equivalent
  • 5 years' experience as a Joint Plans Analyst or similar
  • Bachelor's in Communications, Public Affairs or similar
  • Top Secret clearance
  • Knowledge of NG plans and operations
